during any year until a budget
has been prepared and adopted,
as herein provided. The budget
shall include in its anticipa
tions for the year a sum not to
exceed the normal revenue col
lections by the city from all
sources during the preceding
year.”
Among other things listed in
the petition is a paragraph on
inequity of property valuation
in the city and county if the
city should revaluate its pro
perty, “taxpayers owning pro
perty in the City will be forced
to submit returns and pay
taxes to the City on the same
piece of property at one valua
tion and to the County at an
other valuation, which is a
governmental inequity that
ought not to exist, nor be
allowed to exist.”
It was stated that “the peti
tioners never have, and do not
now, object to city tax assess
ments of their properties so
long as the assessments con
form to assessments made by
the State of Georgia and Coun
ty of Newton, as certified by
the Newton County Commis
sioner and as approved by the
State Revenue Department...”

provided for property assess
ments through its Department
of Revenue and the County

no lawful authority or intend
ment either in the Constitution

State 104 Club at Rock Eagle

dairymen were recognized at a
luncheon meeting on last Fri
day, December 13th, at the
, Rock Eagle 4-H Club Center,
for their outstanding aecom
-1 plishments in DHIA work.

1 Dairy Club. This organization
' has as its purpose, to recognize
' those dairymen in the Georgia
: DHIA program who reach a

10,000 pounds of milk or 400
pounds of fat, or both, per cow
