Band Members, Rookies Announced
For Months November and December
The members of the Blue Ram=
bler Band have selected the or=
ganization's outstanding mem
bers for the months of November
and December, The Reed, Brass,
and Rookie Members for Novem=
ber are, respectively, Jimmy
Alexander, Dana Edwards, and
Bobby Matocha, Those chosen
for December are Bill Everitt,
Charles Lassiter, and Wayne
Rooks.
Jimmy Alexander, son of Mr,
and Mrs, Loyd Alexander of Floyd
Street in Covington, plays clari
net in the band, Jimmy s fifteen
years old, in the sophomore
class, and a member of the Key
Club, Hi=Y Club and Student
Council, He is a member of
the First Methodist Church in
Covington,
Dana Edwards, a seventeen
year old sensor at Newton who
plays the trumpet, lives with
his parents on Rt, 1, Coving
ton., He is a member of the
Industrial Arts Club and will

ton, plays trumpet inthe band, He
is sixteen years old, junior at

Mother, Retires
The Veterans Administration
Reglonal Office has announced the
retirement of Mrs, Nannye Mae
Mobley Morgan, a Gold Star
Mother and a native of Soclal
Beta Club, Secretary of the Hi-Y
and Reporter of the Band, He is
also a member of the First Pres
byterian Church in Covington,
wayne Rooks, son of Mr, and
Mrs. John Rooks of 919 Newton
Drive, Covington, is a bass player
in the band, Wayne is a sopho=
more, fifteen years old, and this
is his first year in the band,

Chairman of the Hi-Y Club,
Treasurer of the Latin Club and
a member of the Key Club, He
attends the Red Oak Methodist
Church,
Congratulations to these fine
members of the band for their
outstanding work and accomp
lishments.
Circle and Newton County,
Georgla,
Mrs, Morgan graduated from
the University of Georgia after
which she taught in Social Circle
schools, From 1028 to 1041
she was employed in private in
dustry and with the Department
of Public Safety, State of Georgia.
She pegan her Federal govern=
ment career on August 18,1941,
as a stenographer with the Quar~
termaster Corps, Department of
the Army. Her only son, 2nd
Lieutenant Cicero Newton Mor
gan, Army Alr Corps, gave his
life in the service of his country
during World War 11,
Mrs, Morgan transferred to
the Veterans Administration Re
glonal Office, Atlanta, Georgia,
on January 21, 1946, where she
has enjoyed a long, distinguish=
ed, and dedicated career; at the
time of her retirement she was
a senlor clerk stenographer with
the VA's Loan Guaranty Divis=-
son,
VA officlals remarked, ‘“The
hallmark of Mrs, Morgan’s long
and dedicated career can best be
described as that of devoted and
sympathetic service to her fellow
man, Her professional life con
stitutes a tribute to Georgia’s
hundreds of thousands of veterans
and will continue to represent
an inspiration to her many fellow
associates and close friends.”’
Casualty, Fire Losses
Are Tax Deductable
A ‘“‘one hundred dollar deduct
ible’”” provision on personal cas
ualty and theft losses was part
of the 1964 tax law,
As explained today by A, C,
Ross, District Director of In
ternal Revenue, the first SIOO
of each personal casualty or
theft loss will not be deductible
on Federal income tax returns.
A husband and wife filing 2
joint return will have to meet
but one SIOO deductible limit for
each separate casualty or theft
in which they either jointly or
separately suffer a loss, How=-
ever, if they file separate re
turns, each will have to meet
the SIOO floor for each separate
loss.
Business losses will continue
to be fully deductible, Mr, Ross
said, In cases where there is
damage to a car used for both
business and pleasure, the SIOO
deductible will only apply to that
portion of the loss charged to

Farmers Home Administration
Offers New Loan Programs
Thousands of rural Georglans,
unable to obtain loans inthe past,
are now eligible under the pro=-
visions of the new Economic
Opportunity Act, according to
§, L, vanLandingham, State Di
rector of the Farmers Home
Administration in Georgla, Far=
mers Home Administration is an
agency of the United States De=-
partment of Agriculture and is
administering a major part of
pPresident Johnson’s ‘‘War on
Poverty” program,
Low=income farmers and non=
farmer rural families needing
small amounts of capital to im=
prove their earnings, but unable
to obtain credit from other
sources at reasonable rates and
terms, are now eligible, This
includes families not eligible for
the regular loan programs of
fered by Farmers Home Admin=
istration, Mr. VanLandingham
says.
He explained that the act low=
ers the interest rates and se=-
curity requirements. Families
with incomes too low to cover
their basic needs will now be
able to obtainloans toa maximum
of $2,500 if they show a reason=
able prospect of increasing their
earnings.
No mortgage will be required,
but the borrowers will sign pro
missory notes and Loan agree=
ments.
Families will be able to obtain
loans to finance farming opera=
tions and to establish small busi=-
nesses or shops to supplement
their incomes, Loans for non
agricultural enterprises have
never been available under Far
mers Home Administration pro
grams before,
As an example of a nonagri
cultural enterprise, a low=-in=
come family could obtain a loan
to finance a small shop and
equipment to do repair work in
a community that needs a me=-
chanic,
An elderly couple living on
social security might construct
a roadside market to supplement
their income during the growing
season,
Rural cooperatives serving
#
personal use,
Assume in such a case that
the business loss is $250 and
the personal loss is S3OO. The
$250 loss attributable to the busi
ness use is fully deductible.
However, the new law permits
only S2OO of the S3OO personal
part of the loss to be deducted
on tax returns,
Mr. Ross said that the pro
perty losses arising from fire,
storm or other casualty or theft
are covered by the law., De
ductions may be taken only on
that part of the loss not reim
bursed by insurance or other
wise,
