servation District, described as
follows:
Notice is hereby given that on
the 12th day of February, 1965,
between the hours of 9:00 a.M.
and 4:00 P.M., an election will
be held for the election of one
(1) supervisor from Newton
County for the Upper Ocmulgee
River Soil A Water Conserva
tion District.
Voting place will be open in
the Courthouse in Covington, Ga.
Persons qualified to vote in
a general election under the Con
stitution of the State of Georgia
are eligible to vote in the elec
tion of supervisors.
Only those persons residing
within the Upper Ocmulgee River
Soil A Water Conservation Dis
trict will be eligible to vote
in the election of district super
visors.
February 5, 1965 istheclosing
date the State Soil A Water Con
servation Committee will accept
nominations for candidates for
the election. Nominations must
be tn the office of the Secretary
of the State Committee (address
below) not later than February
6, 1965.
The signature of 25 qualified
voters is required to nominate
a candidate.

for a period of thirty-five (35)

The governing body of the cor
poration shall be the Board of

the bylaws of the corporation.

The members of the corpora
tion shall have the power, by
majority vote, to adopt bylaws
consistent with this charter and
the laws applicable hereto for the
conduct of the affairs of the

Inaugural Train
Georgia’s entry in the Wash
ington Inaugural Parade — the
Lady Bird Special train — was
a terrific hit. Even non-Geor
gians admit that our entry top
ped them all. When this train
rolled up to the presidential re
viewing stand just outside the
White House grounds, observers
nearby wondered at the waving
Mrs. Johnson was doing. Later,
they found out that the children
crowded into the train belonged
to White House staffers.

FHA Makes
First Loan
Under New Act
The first two loans to help
Georgia low-income rural fami
lies raise their Incomes and at
tain better standards of living
under President Johnson’s War
on Poverty Program were ex
plained today by S. L. VanUnd
ingham, state director for the
Farmers Home Administration.
Mr. VanLandingham gave de
tails on loans to a family
near Blairsville and a woman
near Griffin which Secretary of
Agriculture Orville L. Freeman
announced as two of eleven such
loans being made throughout the
country.
VanLandingham said 112 addi
tional loans have been approved.
The loans are authorized by the
Economic Opportunity Act of 1964
which Includes a rural credit
service involving $35 million in
Federal funds.
All of the loans bear a 4-
1/8 percent interest. Economic
Opportunity loans may be made
in amounts up to $2,500 to fin
ance small family businesses,
trades, services, and farming
enterprises.
The rural families eligible for
these loans are confronted with
such problems as limited re
sources; low incomes; indebted
ness beyond their present ability
to repay; lack of management
skills; and an unsatisfactory
level of living. To help overcome
these problems and assure suc
cess of the new businesses or
farming enterprises, borrowers
will be provided with intensive
and continuing management aid
by local county supervisors of
the Farmers Home Administra
tion.
To be eligible for the new
rural credit program, an indi
vidual applicant must:
1. Live in a rural area which
includes towns up to 2,500 popu
lation.
2. Have an income so low
it does not cover basic family
necessities.
3. Be unable to obtain credit
from other sources, including
the regular loan programs of the
Farmers Home Administration,
and
4. Show a reasonable promise
of succeeding in the enterprise
to be financed by the loan.
The Farmers Home Adminis
tration carries out its supervised
credit program through 61 local
offices serving all rural counties
in Georgia.
Lt. Coody Helps
Assist Calif.
Flood Victims
RENO, NEV.—First Lieuten
ant Marcus H. Coody, son of
Mr. and Mrs. James C. Coody
of Covington, Ga., was a member
of the U. S. Air Force aircrews
from Stead aFB, Nev., who re
cently flew 27 helicopters in
mass flight to California to de
liver vital supplies and assist
flood victims.
Lieutenant Coody, a pilot, and
the other crewmen flew 244
mercy missions while airlifting
more than 63,000 pounds of fuel
and livestock feed. They also
rescued 28 persons marooned by
high water.
The lieutenant is an instructor
with an Air Training Command
(ATC) advanced flying training
unit at Stead, which is part of
the ATC system for training
airmen and officers in the diverse
skills required by the nation’s
aerospace force.
Lieutenant Coody, a graduate
of Newton Co. High school, re
ceived his 8.8.A. degree from
the University of Georgia, and
was commissioned through the
Air Force Reserve Officer
Training Corps program there.
His wife, Nadia, is the daugh
ter of Mr. and Mrs. M. B.
