Petitioners desire for them
selves, their associates, and suc
cessors to be incon>orated and
made a body politic as a bene
volent institution under the name
and style of “OXFORD HISTORI
CAL CEMETERY FOUNDATION,
INC.”

The term for which petitioners
seek incorporation Is thirty-five
(35) years with the privilege of
renewal at the expiration of that
period.
4.
The location and principal of
fice of said corporation shall be
in the Town of Oxford, State and
County aforesaid.
Said corporation has no capital
stock and is not organized for
pecuniary gain, but Is purely
benevolent in character.

Petitioners desire to have the
power to purchase and hold such
real estate as may be necessary
for the conduct of its business,
or to sell or encumber, by
mortgage, lien, security deed,
or otherwise, the same for the
purpose of the corporation; and
the power to lease or rent pro
perty; and to have such powers
as are necessary and convenient
to the carrying out of the trans
actions mentioned In this para
graph and elsewhere in this peti
tion.

The sole object of the proposed
Institution is to discover, procure
and preserve whatever may re
late to the natural, civic, literary,
and ecclesiastical history of the
Oxford cemetery in general and
to the maintenance, care and pre
servation thereof, and to estab
lish and maintain collections in
art, archaeology and genealogy
pertaining thereto. Further, said
Institution may acquire, main
tain, and conduct buildings and
property, to construct buildings
for such purposes needed, to
engage in any and all types of
activities not prohibited by law
and foster
educational and historical acti
vities of Its members of the ac
quiring and retaining of know
ledge and understanding and to
promote and foster a mutual
understanding of good will toward
the Oxford Cemetery and to en
gage in such activities as shall
raise the standard of civic
morality and community welfare
through educational and social
facilities and disseminate such
knowledge as shall be useful for
its members and others inquir
ing thereon and make said ceme
tery more proficient in its his
tory and beauty. Said Institu
tion will have the right to solicit
funds to be for the preserva
tion, maintenance and beautifi
cation of said cemetery or en
croach upon the corpus of said
funds for the betterment and
beautification of said plats, plots,
slabs, monuments and sarcopha

Petitioners desire the right to
make all necessary by-laws and to
do all other things necessary to
carry out the purpose of said
corporation.

WHEREFORE, petitioners
pray to be Incorporated under
the name and style aforesaid,
with all the rights and privileges
as may be necessary, proper and
incident to the accomplishment
of the purpose for which the
applicants are asking incorpora
tion, and as may be allowed like
corporations under the laws of
Georgia, as they now are and
may hereafter exist.

A Methodist missionary from
the Congo Is taking courses to
ward a master’s degree at Emory
to help him when he returns to
the Congo. David Lawrence Allen
went to the Belgian Congo in
1961 and In 1962 he went into the
“Bush Country,” 700 miles in
land from Elizabethville. A
church policy requires a year of
renewed training after four
years. He says missionaries
are still active in the Congo.

FHA Loans Help Water Systems

Water Systems Will Serve 6,000
Rural People in Georgia, USDA
Reports:
Approximately 6,000 rural
people in Georgia who have had
to haul water for household use
or depend on inadequate and often
polluted wells, will soon drink
safe, piped-ln water, FHA State
Director S. L. VanLandlngham
said today.
These farm and rural people,
many living in out-of-the-way
communities, will have available
over 6 million gallons of water
supplied monthly by newly con
structed or Improved water dis
tribution systems.
Mr. VanLandlngham said that
18 of the State’s rural communi
ties obtained new water distri
bution systems or Improved faci
lities during 1964 through loans
made by Farmers Home Admin
istration.
Loans to finance the systems
totaled $960,000 during the 12
months ending December 31,
1964—an Increase of 635 per
cent over a similar period last
year.
All of the loans were supplied
by private lenders, Including
banks and Insurance companies
with repayment guaranteed by
Farmers Home Administration.
The water systems will enable
1,250 families in 17 counties to
have an adequate and safe water
supply for the first time.
Many of the communities help
ed by Farmers Home Adminis
tration loans for water systems
were dependent on wells, cis
terns and springs as their only
source of water.
But now the improved and new
ly-installed systems are capable
of pumping over 6 million gallons
of piped-in water a month for
household and farm use.
Construction of the systems
will provide 19,000 man-days
of labor for engineers, well drill
er, operators of ditch-digging
equipment, electricians, survey
ors and day laborers.
Emanuel County was the lead
ing county developing new sys
tems or improving existing faci
lities in rural communities last
year with 2 loans made, amount
ing to $77,000.
Other counties with large sums
advanced for the development of
water systems include Dade,
$280,000; Morgan, $95,000;
Twiggs, $90,000, and Monroe,
$48,000.
Most of the loans provided
piped-in water not only for homes
and farms but for businesses,
schools, churches and other en
terprises located along the water
system lines. These loans are
repaid over periods up to 40
years, and carry a maximum in
terest rate of 5-percent.
In 1961 Farmers Home Ad
ministration’s program for rural
water systems loans was expand-
ed to include rural residents as
well as farmers. In addition,
the loan limitation was increased
from $250,000 to $1,000,000.
Rural water system loans are
available to organizations opera
ting on a nonprofit basis such as
nonprofit corporation and water
supply districts. Small rural
towns and other rural political
subdivisions are also eligible.
