ELECTION
TO THE QUALIFIED VOTERS
OF THE TOWN OF PORTER=-
DALE, GEORGIA,
For the purpose of determin
ing the question whether fire
equipment purchase bonds shall
be issued by the Town of Por
terdale for the purpose of pur=-
chasing fire equipment and for
the purpose of determining the
question whether street improve=
ment bonds shall be issued by
the Town of Porterdale for the
purpose of street improvements
within the limits of sald mun
icipality, the Mayor and Council
of the Town of Porterdale here=-
by gives notice to the qualified
voters of said municipality that
an election by the qualified vot
ers of the municipality will be
held on the 12th day of October,
1965, Said election will be held
by the same persons, in the
same manner, and under the
same rules and regulations that
elections for officers of said
municipality are held, and the
returns of said election shall
be made to the Mayorand Council
of the Town of Porterdale, who
shall, in the presence of and
together with the several man
agers (who bring up the ret
urns) consolidate sald returns
and declare the result; and the
Recorder of the Town of Por
terdale is hereby authorized and
directed to publish this Notice
of Municipal Bond Election in
terms of law in the newspaper
in which Sheriff’s advertisements
for Newton County are published
for a space of not less than
thirty days previous tosaid elec
tion, Said election will be held
at the voting place in the Town
of Porterdale, being the only
voting place within the limits of
the Town of Porterdale, at which
elections for officers of said
municipality are regularly held.

If street improvement bonds

The Mayor and Council of the

and will determine and prescribe
all other details incident to the
issuance and sale of said bonds
and incident to the payment of
same,
At or before the time any
bonded indebtedness is incurred
on account of the bonds to be
issued and sold as herein pro
vided the Mayor and Council of
the Town of Porterdale will pro=
vide for the assessment and coll
ection of an annual tax sufficient
in amount to pay the principal
and interest of the bonds so issued
and sold as the same become due,

County, Georgia in regular session on this First Tuesday in
September 1964,
It is ordered by T, M, Bates, as Sole Commissioner of Roads &
Revenues of Newton County, Georgia meeting together with the
Board of Directors, that the following Taxes be Levied and
Collected upon, both real and personal taxable property, for the
year 1965, as follows to-wit:
1. To build and Maintain Public Buildings & Bridges the sum of
FIVE and FOUR-TENTHS mills on each one dollar,
2, To build and Maintain a system of Public Roads, the sum of
FOUR mills on each one dollar,
3. To pay the expense of Courts, the maintenance of Prisoners, and
to pay for the Sheriff’s Department, Coroner, and for litigation,
the sum of THREE and SIX-TENTHS mills on each dollar,
4, To pay the expense of Administration of the County Government
and to maintain the Court House, the sum of FOUR mill on each
one dollar,
5. To pay for Public Health in said county, and for the collection
and preservation of records of Vital Statistics, the sum of ONE
and FIVE-TENTHS mills on each one dollar,
6, To support the Paupers of said county, to provide medical and
other care for the indigent sick of said county, the sum of
EIGHT-TENTHS of one mill on each one dollar,
7. To pay for Public Assistance to the aged, dependent children,
the blind, and to pay other Welfare benefits, the sum of THREE
mills on each one dollar,
8. To pay for County Agricultural and Home Demonstration Agents,
the sum of ONE mill on each one dollar,
9. To pay for Forest Fire protection, the sum of FIVE-TENTHS of
one mill on each one dollar,
10. To pay expenses of Public Library, the sumos TWO-TENTHS of
one mill on each one dollar,
11, To provide funds for the operationof Newton County Hospital and
the Newton County Charity Patients the sum of ONE mill on each
one dollar,
12, To pay Newton County Hospital Bonds, Nine Thousand Dollars,
the principal sum: maturing February 1, 1966 and Newton
County Health Center Bonds, Five Thousand Dollars, the princi
pal sum: maturing January 1, 1966 and the interest on balance
of said bond issues, the sum of ONEand FIVE-TENTHS mills on
each one dollar on all taxable property.
13, Te pay Newton County School District Bonds, Forty Three
Thousand Dollars, the principal sum: Sixteen Thousand Dollars
maturing January 1, 1966; Ten Thousand Dollars maturing
February 1, 1966 and Seventeen Thousand Dollars maturing
February 1, 1966 and the interestonbalance of said bond issues,
the sum of THREE and FIVE-TENTHS mills on each one dollar,
as recommended by the proper school officials of said county.
14, In addition to the above there shall be levied and collected for
the public school fund of said county, the sum of TWENTY mills
on each one dollar, as recommended by the proper school
officials of said county.
The foregoing items 1 to 11 inclusive, making a total of TWENTY=-
FIVE mills on each one dollar, and is for County purposes; Item 12
for ONE and FIVE-TENTHS mills oneachonedollar is for the Newton
County Hospital and Newton County Health Center Bonds; Item 13 is
for THREE and FIVE-TENTHS mills oneachone dollar is for Newton
County School District Bonds; Item 14 for TWENTY mills on each one
dollar is for the Public Schools of said county,
It is further ordered that this order be placed on the Minutes of this
Board and be published oncea week for four (4) weeks in The Coving
ton News; thata copy be posted on the bulletin board at the Court
House door of said County for thirty (30) days; that a copy be furnish
ed to the Tax Collector of said County, all required by Law,

addition to all other powers now
or hereafter granted to like cor
porations by the laws of this State,
the following powers: to make
application for, receive, expand,
or otherwise dispose of such
funds and property (realand per
sonal) as may be available from
Federal, State, County, or other
sources, including such funds and
properties which might be con=-
tributed or made available by
foundations, business concerns,
individuals or others, for the
accomplishment of its purposes;
to employ and discharge, under
such terms and conditions as
deemed advisable, an executive
director, and such other per=-
sonnel as may be required for
its proper operation; to contract
with other organizations, busi
ness concerns or governmental
departments to perform such
functions and services as maybe
required; to make provisions for
implementing, operating and ad

(a) This corporation shall be
composed of only nine (9) mem
bers, all of whom shall be trus
tees and shall serve on the gov=
erning body of the corporation,
to be known as the Board of
Trustees. The members shall
be residents of Newton County,
Georgia and shall be determined
as follows: two (2) members
shall be appointed by the Mayor
and Council of the City of Cov
ington, Georgia; two (2) mem=-
bers shall be appointed by the
governing authority of Newton
County, Georgia; one (1) mem=
ber shall be appointed by the
Board of Education of Newton
County, Georgia; one (1) mem
ber shall be appointed by the
Mayor and Council of the Town
of Porterdale, Georgia; one (1)
member shall be appointed by the
Mayor and Council of the Town
of Oxford, Georgia; one (1) mem=~
ber shall be appointed by the
Mayor and Council of the Townof
Mansfield, Georgia; and one (1)
member shall be appointed by the
Mayor and Councilof the Town of
Newborn, Georgia.
(b) Each member shall serve
for a term of one (1) year, or
until his successor is appointed
by the body which appointed him.
(¢) Any vacancy occasioned by
death or resignation shall be fill
ed by appointment of the body
which appointed the deceased or
resigned member.
(d) Such members, while ser
ving as trustees of this corpor
ation, shall not be acting as
agents of the bodies which ap
pointed them.
(e) The petitioners shall be
the first members, subject to
the provisions of this charter
and the by-laws hereinafter
adopted.

The control and management
of the corporation shall be vest=
ed in the Board of Trustees,
composed of all nine (9) mem
bers of the corporation. The
internal affairs of the corpora
tion shall be in accordance with
by-laws to be duly adopted by the
