Ballard States His Platform
In Race For Representative
On June 14, 1966, W. D. (Don
ald) Ballard qualified with the
State Democratic party to run
for representative from Newton
County to the General Assembly.
Donald served nine years in
the Georgia House as Newton
County’s representative of which
two terms were served as chair
man of the powerful Highway
Committee.
Ballard’s motto for the coming
race will be “ItESPECT, RE
SPONSIBILITY and RE-DE DICA
TION.”
RESPECT for the office, the
integrity of the Georgia Legis
lature and RESPECT for the will
of the people of Newton County.
RESPONSIBILITY in carrying
out the duties of the office and

Credits to Members
On July 1, 1966, Capital Credit
Refund Checks are again being
mailed. This year refunds are
being made for 1952 and 1953,
totaling approximately $67,000.
The Cooperative operates at all
times on a non-profit basis for
the mutual benefit of its patrons.
In the furnishing of electric en
ergy, the Cooperative’s opera
tions are so conducted that all
patrons will through their pat
ronage furnish capital for the
Cooperative. In order to induce
patronage and to assure that the
Cooperative will operate on a
non-profit basis, the Cooperat
ive is obligated to account on a
patronage basis to all its con
sumers, all amounts received
and receivable from the fur
nishing of electric energy, ac
cording to Manager Ed Robin
son of Snapping Shoals EMC.
The Cooperative is obligated
to pay by credits to a capital
account for each patron all such
amounts in excess of operating
costs and expenses. All such
credits are eventually refunded
to the patron. Such retirem.ents
of capital shall be made in order
or priority according to the year
in which the capital was furnished
and credited, the capital first re
ceived by the Cooperative being
the first retired, Mr. Robinson
added.
In the succeeding years other
checks will be issued beginning
with 1954 and going forward from
that point.

Completes Marine
Cycle Training
CAMP PENDLETON, CALIF.
—Marine Private Sammie L.
Russell, son of Mrs. Evalena
Russell, 1812 Stone Mountain St.,
Covington, Ga., has completed
a 12-day training and processing
cycle with Staging Battalion at
the Marine Corps Base, Camp
Pendleton, Calif.
This refresher training stres
ses the principles of small unit
tactics, with particular emphasis
on the fundamentals of scouting
and patrolling, and land navig
ation.
Day and night tactical man
euvers provide the individual
Marine with an opportunity to Im
prove his skill as a combat
Infantryman.
Marines completing this train
ing are assigned to combat units
overseas.
January and February of this
year.”
Ballard is in the active prac
tice of law in Newton County and
is a partner of the law firm of
Ballard and Thigpen. He is a
graduate of Covington High
School, and the University of
Georgia School of Law where he
received his L. L. B. Degree. He
is a member of the Georgia Bar
Association, Stone Mountain Bar
Association and is President of
Covington Realty Company, Inc.
He holds membership in nu
merous social and civic clubs In
Newton County.
Donald is a lifelong member of
the North Covington Methodist
Church and is presently Chair
man of the Board of Trustees
and is a member of the Official
Board and takes an active part
in his church work.
Ballard resides in Oxford at
the corner of Haygood and Bon
nell Streets with his wife, Mary
and their 4 children, Becky, Don
nie, Janelle and Kathy.

by the Legislature in 1965 for his
