Recent Social Security Changes
Benefit Local Disabled Student
The first person in Newton
County to benefit from a recent
change in the social security
law is Miss Joel Dean Ward,
local Emory-at-Oxford student
and daughter of Mr. and Mrs.
J. C. Ward, 2181 Church Street,
Covington.
“I plan to finish my education
at Emory University in Atlanta,”
Joel said. “My new social se
curity benefit will be a big
help I hadn’t counted on.”
Joel has been confined to a
wheel chair since November 1964
when she was 20 years old.
“I was fortunate to get out of

All citizens owning dogs ore advised to
have their dogs inoculated for rabies. A
concerted effort will be made to catch all
dogs that have not been inoculated this
year. On and after Mar. 1, 1968 those
dogs caught that have not been innocu
lated will be impoundedfor (5) days and if
not claimed during that period will be
destroyed.
We invite the cooperation of all our
citizens in carrying out this program of
protecting its citizens against rabies.

After graduating with honors
from Newton County High School
in 1962 Joel worked for an in
surance company and an adver
tising agency. Both jobs were
covered by social security, but
the total was only about two years
of work. “We checked Joel’s
record soon after she became
disabled,” said Neil Quarles,
Social Security Field Represen
tative for Newton County, “but
the two years of work credit
were not enough to qualify her
for disability benefits under the
law in effect at that time. Five

years of work credit was
needed,” he said.
Joel now qualifies under the
new and more liberal work re
quirements. Hie new law ap
plies only to those who become
disabled prior to age 31. Less
than 5 years work under social
security is needed for those dis
abled at an early age. In Joel’s
case, the two years of work she
did prior to the auto accident is
enough to qualify.
When Joel learned of the new
law an inquiry was made. Mrs.

ed the work record again. “I
was very pleased when I learned
that Joel had enough work credit
to meet the new requirements,”
said Mrs. Thomas. “I arranged
for an interview, a claim was
taken and the determination was
made,” she said. “I was happy
to learn that Joel qualified for
benefits and that the amount of
the monthly check would be sub
stantial.”
Joel now receives a monthly
payment of $119.80. Benefits
began for the month of February
1968, the date the new provision
of the law became effective. They
will continue as long as she re
mains disabled to do substantial
work.
But Joel doesn’t expect to re
ceive the benefits for long. After
completing her education, she
expects to return to full time
employment in spite of her dis
abilities. “I finish at Oxford
this term and will enter Emory
University in the fall,” she said.
“After I receive my degree in
psychology, I will probably enter
rehabilitation counseling work.”
Social Security records are
confidential. But Joel has given
special permission for the Social
Security Administration to tell
her story. She hopes that other
Newton Countians who were dis
abled at an early age may learn
of the change in the law and pos-
