Geiger, Whelchel Promoted
By The City Os Covington
Two key promotions for City
Personnel were announced re
cently by Covington City Manager
Robert G. Mauney. Charles Gei
ger has been named City Build
ing Inspector, and H. O. Whelchel,
Jr. has been elevated to the
position of acting Water and
Sewer Treatment Plant Super
intendent.
Mr. Whelchel takes over his
new responsibilities due to Mr.
Geiger’s promotion to Building
Inspector.
Mr. Geiger lives at 2172 East
Street, N. E., Covington, Geor
gia. He began his employment
with the City of Covington as a
Supervisor on February 1, 1923
and has worked in various capa
cities with the City since that
time as a Supervisor.
Some of Mr. Geiger’s new
duties as a Building Inspector
will include:
1. The inspection of build
ings and structures in the pro
cess of construction or repair
to determine their compliance
with the City’s building, zoning,
electrical and gas codes.
2. He will advise building
contractors and homeowners the

will insure that corrective mea
sures are taken to rectify any
violations.
3. He will attend all meet
ings of the Planning Board serv
ing as a technical advisor on
request for zoning changes or

4. He will keep records of
all inspections, receive all app
lications for permits and issue
permits.
5. He will act as the Secre
tary to the Zoning Board and fin
ally he will investigate compla
ints involving violations of envi
ronment sanitary regulations.
Mr. Geiger’s job will be full
time and his office is located
in the City Hall Building.
Mr. Whelchel, who is the son
of Mrs. H. 0. Whelchel and the
late H. O. Whelchel, began his
employment with the City of Cov
ington as the Water and Sewer
Plant operator and Laboratory
Technician in 1948. He has
held this position continuously
since that time with the City of
Covington. His background in
cludes numerous technical cour
ses relating to the treatment
of water and sewage and has
been recognized by various or
ganizations as a person who is
very competent in the field of
work. In addition to the gradua
tion from Covington High School,
Mr. Whelchel attended the North
Georgia College for two years.
His new duties and responsi
bilities as acting Superintendent
of the Water and Sewer Treat
ment plants became effective on
Monday, March 10, 1969.
Some of Mr. Whelchel’s new
duties will include the planning
and supervision of the work in
the operation and maintenance of
the water and sewer treatment
plants, pumping stations, and
other facilities. He will also
review the operation of the faci
lities to determine the compli
ance with State Health require
ments. He will supervise the

Boykin R. Dodson
LONG BEACH, CALIF. (FH—
TNC) March 3-Navy Captain Boy
kin R. Dodson, son of Mrs. Laura
R. Dodson of Oxford, Ga., and
husband of the former Miss Eliza
beth B. Bowdon of Atlanta, Ga.,
was awarded the Legion of Merit
Medal during ceremonies at Long
Beach, Calif., at which time he
assumed duties as the new Com
mander of Amphibious Squadron
Seven aboard the helicopter land
ing platform ship USS Princeton.
He received the award for his
exceptionally meritorious per
formance of duties as Chief of
Navy Advisory Group, U. S. Mi
litary Assistance Command in
Thailand from September 1966
to October 1968.
. During that time Capt. Dodson
was responsible for the modern
ization of the Fleet and Naval
Establishment of the Royal Thai
Navy. This included the relocat
ion of the Royal Thai Navy air
arm to U-Tapao airfield, re
locating major elements of the
Fleet from the congested Bang
kok port to the Sattahlp Complex
on the Gulf of Siam, and the or
ganization and training of a Royal
Thai Navy SEA - AIR - LAND
(SEAL) Team.
Through numerous other such
contributions Capt. Dodson as
sisted the Royal Thai Navy in
attaining the highest degree of
operational readiness in its
entire history.
A graduate of the Georgia In
stitute of Technology, Captain
Dodson entered the service in
April, 1941.
Byron R. Hays
U. S. ARMY, KOREA (AHT
NC) —Army Sergeant Byron R.
Hays, 21, son of Mr. and Mrs.
Fred B. Hays, Mansfield, was
assigned to the 2nd Infantry Di
vision Jan. 17 in Korea, as a
squad leader.
His wife, Nancy, lives in Mans
field.

son of Mr. and Mrs. W. A. Cost
ley of 9228 W. View Drive, Cov
ington, Ga., completed the Com
bat Engineer Basic Specialist
course at Marine Corps Engi
neer School, Camp Lejeune, N. C.
The course covered building
construction, bridging, rigging,
demolition, mine warfare, and
camouflage. As a graduate he
now qualified for assignment with
a Fleet Marine Force Engineer
unit.

Helps Recover Apollo 9 Astronauts
NAVY LT. LESTER S. OWENBY, the son of Mrs. James L. Owenby
of Route 3, and the brother of Mrs. Alvin Johnson of Covington,
was aboard the above “Sea King” when assisting in the recovery
of the Apollo Nine Astronauts and spacecraft last Thursday. He is
presently serving with the Helicopter Antisubmarine Squadron Three
aboard the amphibious assault ship USS Guadalcanal. The helicopter
and its crew was one of the three participating in the recovery.
