4 Newton Countians Assume Key
Roles In Georgia Youth Council
Remember In June of 1964 when
Governor Carl Sanders created
the Georgia Youth Council? Be
hind this plan were Representat
ive Donald Ballard and Bob Tra
vis, one of Newton County’s out
standing young men and the first
State Chairman of the Georgia
Youth Council. The Council’s
purpose is to provide a method
by which the youth of the State
might voice their opinions and
engage in planning programs to
give them active participation in
the affairs of State Government.
In carrying out this purpose,
It Is the duty of the Georgia
Youth Council to proceed with the
formulation of plans and pro
grams as to how the youth of the
State might best assist the Go
vernor and other State officials
of all branches of the State go
vernment in the execution and
performance of their respective
duties with particular reference
to the affairs, duties, and conduct
of said officials, as they relate
to the plans, programs and train
ing for the benefit of the youth
of the State.
The members of theG.Y.C.are
charged with the responsibility of
familiarizing themselves with
and understanding the relation
ship between the Federal, State
and local units of government

appropriate recommendations
regarding the improvement of
such programs in reports adopt
ed by the Council and submitted
to the Governor and to the Ad
visor of the Council.
The Georgia Youth Council held
Its annual conference at Rock
Eagle 4-H Center near Eaton
ton, on August 1 and 2 with the
Idea, "Informed Youth. . .For a
Better Georgia.’’
The kickoff assembly on Friday
afternoon Included a general bu
siness session with committee
and officer reports, nominations
for new officers, and campaign
speeches. The group was reces
sed until that evening for the key
note address by Hal Sult, News
Director for WSB-TV In Atlanta.
Mr. Sult presented the group
with insights on the past, pre
sent and future of Georgia.
Ending with an Informative qu
estion and answer period, Mr.
Sult truly stimulated the youths
toward working for abetter Geor
gia. Following this address, the
group enjoyed several rounds of
the game CRISIS which Is a si
mulation of an international crl-
sis. The members learned much
about ruling countries and dip
lomatic relations with other
countries.
On Saturday morning, Repre
sentative Mac Barber of Com
merce and who is Chairman of
the Georgia House of Represen
tatives’ Committee on Educa
tion, informed the members of
the Council of the condition of
the educational system In Geor
gia — what has been done and
what needs to be accomplished
in the coming years. Later in the
morning, Congressman Jack T.
Brinkley of the Third Congress
ional District addressed the gr
oup giving facts and fiction con
cerning members of Congress.
After a discussion and as Con
gressman Brinkley departed,
they realized that they were bet
ter Informed about members of
Congress and the structure of
that body.
After lunch Lee Piper of Cov
ington moderated a discussion on
Black Unrest. On the panel were;
Mr. Lavoy Lowe and Mr. Zedric
Holloway, members of the
G.Y.C., Mr. Michael Hollis, Pre
sident of the Atlanta Youth Con
gress, and Mr. Martin Burke,
Atlanta Children and Youth ser
vices Council. Much Interest
ing and Informative Interchange
between the audience and the pa
nel took place.
Another discussion followed
after an Intermission. Mr. Greg
Fullerton of Albany, who attends
Yale University, and Mr. Mark
Jacobson of Atlanta, who attends
Tufts university, led the dis
cussion on Student Unrest. Hav
ing been closely Involved with un
rest on their campuses, they were
able to answer many questions of
the group. Later on Saturday af
ternoon, Governor Lester G.
Maddox spoke to the G. Y.C. mem

The Council was closed with
election and installation of new
officers, presentation of awards,
and a farewell address by the
1968-1969 State Chairman, Al
len Wallace. Newton County is
honored to have 4 of its out
standing youth elected to high
offices in the GYC. They were
Miss Carol Hood, 1969-1970 st
ate Chairman; Lee Piper, Vice-
Chairman; Mike Lassiter, 10th
District Chairman; Miss Susan
Kirkland, 10th District Vice-Ch
airman.
Following the Conference,
Miss Hood presided over the
Executive Committee of the GYC.
At the meeting, much was dis
cussed, foremost, were the pro
blems and their solutions that the
GYC faces in the coming year.
The Council will meet on Sept
ember 12 In Atlanta In conjunc
tion with the Georgia Committee
on Children & Youth’s Work
shop. The next Executive Com
mittee meeting on August 24 In
Macon. A Publicity Chairman,
a Parliamentarian and Standing
Committee will have been ap
pointed by Miss Hood, State Ch
airman.

lic information packet for use in
time of any emergency that would
require being confined to a shel
ter for any period of time. This
will be valuable not only In a
nuclear emergency but in the
event of a natural disaster as
well.
August 20th there will be a
Public officials Conference In the
City Court Room at 9 o’clock
a. m. In the Covington City Hall.
This Conference will be to dis
cuss the upcoming Emergency
Operation Simulation Training to
be held here the 16th, 17th, and
18th of September. This training
will enable us as a County to see
what areas need Improvement and
just where we stand In our organ
ization of facilities.

According to a new survey of
business activity In communities
across the country, Newton Coun
ty turned In an above - average
performance in the past year.
Significant gains were report
ed for its trading area as lo
cal residents, armed with bet
ter incomes, spent a record am
ount for goods and services.
The findings are presented in
a copyrighted report, called

much was earned and how much
was spent In each area of the
country.
Newton County’s market st
rength reflects the growing sp
ending potential of the local po
pulation. People were earning
more and were ready to spend
more.
Their net disposable income
in the year, after payment of
personal taxes, came to $51,-
201,000.
What this amounted to, on a
per-family basis, was determin
ed by dividing the dollar volume
by the number of households. The
average, per household, was $7,-
111, as against the prior year’s
$6,716.
Despite the continuing rise in
the cost of living and despite the
surtax that cut into their income
in the second half of the year,
local residents continued to spend
freely.
They compensated for the sur
tax by putting that much less into
savings.
All in all, they made it a good
year for retail stores in Newton

Will consumers, locally and
elsewhere, continue their spend
ing pace during the rest of 1969?
That appears to be anyone’s guess
—including Washington’s.
That they will have the ability
to do so seems quite evident.
All they would have to do would
be to cut down further on their
savings rate or dip into their
accumulated savings. Or, they
could be spaied the necessity of
doing so if Incomes continue ri
sing sufficiently.
Rises are scheduled for many
people by virtue of wage Increa
ses that have just gone Into ef
fect for public employees and
cost of living advances for union
workers.
