Meansville discusses water grant, infrastructure

Meansville council
spent most of the Feb.
8 meeting reaching a con
sensus regarding criteria
to move forward with the
water system improve
ment grant. Kurt McCord

The Georgia Environ
mental Finance Authority
(GEFA) grant was ap
proved last year, but a
late February deadline
required information
to seek loan issuance
before the GEFA board in
May. If the deadline was
missed, the city would
not lose the grant or its
place in line since the
next quarterly board
meeting would be in
August.
The scope of the
grant is impressive
and includes replacing
antiquated water mains
and service lines, install
ing new valves and more
fire hydrants to expand
protection. New efficient
meters with auto read ca
pabilities will be installed
to improve data collec
tion and accuracy.
The cost of the full
grant is $1,625,000
with a 40% forgiveness,
resulting in a net cost of
$975,000. Council agreed
to pursue the full grant
although there is no
obligation to accept all
the elements of improve
ments. Once a loan issu
ance for a lesser amount
is approved, the city
cannot go back and ask
for more funds.
The final cost of
improvements will likely
be less since some areas
of the city had water
system upgrades done
back in 2007 through a
community development
block grant. If those
areas are deemed to
have adequate main and
service lines only water
meters will be replaced
and fire hydrants in
stalled.
Along with approval
for the full grant amount,
council decided on a 30
year term for payment of
the loan. The only other
requirement for the
initial application seek
ing the loan issuance
was submitting a plan
increasing water usage
rates and the effective
dates. Council dismissed
a one time increase and
opted for a two-phase
plan with hopeful an
ticipation the second
increase may not be
necessary.
Eight water rate
increases were proposed
with multiple scenarios
dealing with terms
from 15 to 40 years and
reduced costs of the
grant. It came down to
a choice between two
2-phase options. One was
a $35 base rate for 2,000
gallons and $5 for each
additional 1,000 gallons.
The second phase was
$35 base for 2,000 gallons
and $9.25 for each addi
tional 1,000 gallons. This
option was approved by
council in January.
Later, council felt the
option would create a
hardship for residents on
a fixed budget. There
fore a vote to rescind
the water rate increase
made in January was
passed followed by a
motion and approval to
raise the base water rate,
effective March 2021,
to $22 for the first 1,000
gallons and $8 for each
additional 1,000 gallons.
The second increase,
to be activated during
2023, if necessary, will
be $29.50 base rate for
1,000 gallons and $9 for
each additional 1,000
gallons. The anticipated
income created by this
two-phase option was
deemed sufficient to
secure payment of debt
up to $975,000.
COUNCIL ALSO:
• Tabled a proposed
payment of a debt
through the general fund
pending approval by the
city’s CPA.
• Accepted a written
notice of resignation
from EMT Bart Brock
of the fire department
read by assistant fire
chief Tim Lane. Lane also
reported the department
responded in January to
two medical calls in the
city and in the county
went to seven each of fire
and medical calls.
• Heard from water
superintendent Scott
Huckby the city used
437,400 gallons of water
in January. Water quality
tests came back negative
and the system had no
leaks.
• Approved the nomi
nation of councilman
Randall Parker as mayor
pro tempore.
QBITUARIE.
Helen Mae Mangham Don Gordy
Mrs. Helen Mae Mangham age 105 of Molena Ga,
passed away Friday February 19, 2021 at her resi
dence.
Mrs. Mangham was born
on August 2, 1915 in Pike
County, to the late James
William Mangham and the
late Essie Virginia Bankston
Mangham. She was formerly
employed with the William
Carter Company where she
worked for many years. Mrs.
Mangham was a member of
Beulah Baptist Church. In
addition to her parents she is
preceded in death by her brother William D. Mang
ham.
Survivors include her son Mr. Norman Mangham
of Meansville, Ga., sisters Mrs. Rosalie King of Molena
Ga., Mrs. Grace Ward of Molena Ga., Mrs. Virginia
Brooks of Molena Ga., three grandchildren, five great
grandchildren and 14 great great grandchildren.
Funeral services were held on Monday, February
22, 2021 at 2 p.m. from Beulah Baptist Church. Burial
followed in the church cemetery. The family received
friends at Coggins Funeral Home on Sunday February
21, 2021 from 3 to 5 p.m.

When We Give, Others Live
“Each one must give as he has decided in his heart, not
reluctantly or under compulsion, for God loves a cheerful
giver.” 2 Corinthians 9:7
It was a blessing to hear the excitement of my friend, as
he talked about getting into a new church and becoming in
volved in some of the outreach programs. The church’s motto
is, “When we give, others live!”. What a great and wonderful
motto. It’s so very true that when we give, others live. Their
quality of life increases. It’s not just in giving money. It maybe
giving our time, our help, our prayers, our advice or anything.
Whatever they are in need of, if we supply that need it brings
forth thankfulness and a better quality of life.
Always be willing to give so you can improve and enrich
the lives of others in many different ways. God gave, He gave
His Son so we could have a better life, a life more abundantly.

Mr. Robert Donald “Don” Gordy, age 78, of Means
ville, passed away February 18, 2021, at Upson
Regional Medical Center. He was born in Molena, son
of the late Frank Gordy and
Hilda Mooney Gordy.
Don lived in the Means
ville area most of his life and
attended Grammer school
in Lifsey Springs. He was a
field archaeologist with a
career spanning 50 years.
As a graduate student at
the University of Georgia he
studied and worked under Dr.
Arthur Kelly, who had earlier
directed the work at Ocmulgee Mounds National
Historical Park. Don later worked for the Columbus
Museum on several other important studies in the
state, at Westville and the Singer-Moye Mounds near
Lumpkin, the Lake Walter F. George Dam Mound site
near Fort Gaines, and the Middle Flint River Survey.
His fieldwork on the Flint River’s Lake Blackshear
Survey discovered over 200 sites. Much of his life’s
work is on display at the Columbus Museum.
Don was active in his community, serving as the
Mayor of Meansville. Don’s greatest interest was
archaeology, but he also enjoyed making pottery,
gardening, golfing and bird watching.
In addition to his parents, he was preceded in
death by his sister and brother-in-law, Carolyn and
Dick Sams.
He is survived by his friends: Gail Cauthen and her
family of Meansville;
A graveside service was held on Saturday, Febru
ary 20, 2021, at 2 p.m. in the Oak Hill Cemetery in
Griffin with Pastor Michael Moody officiating.
Moody-Daniel Funeral Home assisted the family
with arrangements.
