County approves AT&T tower;
denies annexation of 15 acres

a new AT&T antenna on
Mountain Creek Road
in Molena and denied
the city of Zebulons’s
request that the county
annex 15 acres at the
city limits of Zebulon to
clarify city maps.
The property is noted
on some city maps inside
the city limits and out
side the limits on others.
The city indicated they
wanted to zone the prop
erty Institutional.
Commissioners
denied the request for
annexation, noting the
property has no poten
tial plans and it has been
part of the city for more
than 50 years. Also noted
were concerns with the
creek on the property.
The 15-acre property is
adjacent to the Highway
18 bridge over Elkins
Creek just outside of
Zebulon.
The new telecommu
nications antenna will be
placed on a 95-acre un
developed property near
the western border of
Pike, following the spe
cial exception request by
AT&T care of Providence
Consulting and Mind-
stream Media LLC. The
facility will have a 295
foot multi-tenant, self-
support tower, ground
mounted communica
tions equipment and a 30
foot wide easement for
ingress/egress and utility
runs to the site. Planning
and development direc
tor Brad Vaughan said
the tower will have a
white light in the day
time, a red light at night
and a backup light.
Commissioners held
a first reading of Text
Amendments to several
ordinances, including
Chapters 33, 153, 154,
155, 156 and 160 - includ
ing the addition of ‘Lim
ited Lodging’ definitions.
According to county
attorney Rob Morton,
several ordinances
need to be modified
with minor changes and
clarifications as well as
addressing the planning
commission members’
ability to serve on the
environmental review
committee, renumber
ing sections as needed,
addressing minor and
major subdivisions and
related plat require
ments, amending the
overlay district regula
tions to allow the plan
ning commission to
accept alternate plans in
stead of them having to
go through the board of
appeals, allowing agricul
tural and livestock uses
with a minimum of five
acres and equine and
bovine with a minimum
of one acre, and adding
definitions and require
ments for ‘Limited Lodg
ing.’
Chapter 156 of the
amended county ordi
nance added definitions
of Limited Lodging and
Vacation Rental. Both
must be applied for as
special exceptions and
may require rezoning.
The ordinance requires
both types of lodging to
designate quiet hours
and maintain business
licenses.

of March 1.
The U.S Food and Drug
Administration recently
authorized emergency
use for the Johnson &
Johnson COV1D-19 vac
cine.
“This single-dose,
effective Johnson & John
son COV1D-19 vaccine
will significantly increase
the state’s ability to
safely and efficiently
vaccinate more Geor
gians,” said Gov. Kemp.
“The Georgia Depart
ment of Public Health
expects that approxi
mately 83,000 doses will
be made available in the
first week, and our goal
is to get those vaccines
administered as quickly
as possible.”
