Williamson council discusses issues on Second District Road

Williamson council held
its third regular meeting
of the year on May 6. A
Covid infection and a lack
of a quorum caused two
previous meetings to be
canceled. In an attempt
to catch up with urgent
city business heading into
the second quarter of
the year, a workshop was
scheduled for April 22, but
schedule conflicts resulted
in the two agendas being
blended for a May 6 mara
thon of municipal topics.
Most of mayor Steve
Fry’s report focused on
Second District Road.
“A Second District
Road residence is having
ongoing problems with
flooding,” said Fry. “Storm
runoff from the road
floods the property. The
storm drains are higher
than the pavement. Resur
facing is needed to crown
the road, raising it to help
use of storm drains.”
In another area of Sec
ond District, a school bus
making a turn runs over
another storm drain, caus
ing damage. The drain is
considered dangerous to
traffic. The county doesn’t
have the capability of re
pairing it. Before fixing the
drain, changing the design
of the intersection is nec
essary by increasing the
turn radius of the curbs,
otherwise the drain will
continue to be damaged.
Brief comments were
made by Fry about prop
erty on Second District
Road outside the city.
Illegal burning and other
activities are occurring.
The burnings have been
reported to the EPD and
other matters referred to
the sheriff’s office.
Items from the April 22
workshop agenda were
resolved except for finaliz
ing an assistance contract
with the sheriff’s office.
Council voted to con
tinue with the auditing
services of Broadus Smith
due to his low bid. And
although the landscaping
company was under new
ownership, Ken Brown
and the regular cutters are
still working and the same
contract is still valid.
It was disclosed that
BestWay Specialties LLC,
formerly Dependable
Waste, was purchased by
Am Waste. Approval to con
tinue with the new garbage
provider was pending
confirmation of continuing
under the old contract.
AmWaste is reportedly
buying up other garbage
companies as well.
A viable plan of action
was developed for the
law enforcement con
tract: 1) Decide what the
city wants and compare
it with what the sheriff’s
office is willing to do. 2)
Draft a contract for 10
hours a week service. 3)
Give the sheriff’s office
three misdemeanor cita
tion books. 4) Discuss
acts of crime, traffic
violation, disorderly
conduct and vandalism.
And 5) stipulate a guar
antee that the 10 hours
of contracted work will
be above the ongoing pa
trols the county provides
through the regular inter
governmental agreement
with Williamson.
COUNCIL ALSO:
• Approved a letter
drafted by city attorney
Rob Morton canceling the
city’s contract with Spald
ing’s no kill animal shelter.
• Heard that Provi
dence First Baptist
Church has inquired
about obtaining a permit
to expand its graveyard.
• Learned Foxtales
subdivision entrance
has been paved and ap
proved. Sale of lots has
begun. Water is provided
by the Pike County Water
Authority.
• Heard the new emer
gency generator has been
installed and tested.
• Received the April
library report of 100 pa
trons and $94.15 income.
Heard a note of thanks
from Michael Powell of
Family Connection for
display of suicide preven
tion banner at the library.
Approved plans for con
ducting an abbreviated
summer reading program,
both live and virtual, giv
ing the public a choice.
• Approved to reduce
the variance application
fee from $200 to $25 plus
any additional fees re
quired with processing.
• Heard the city will
offer help to AT&T to run
fiber optics for high speed
broadband internet. After
years of denials, AT&T has
determined providing the
service is feasible.
• Entered into execu
tive session, reconven
ing to approve payment
of $2,500 for the Jerry
Coggins .88 acre plat at
the park in addition to
reimbursement of $500 to
Fry for earnest money.

Meansville talks water meters, loan

Meansville council
held a short 15 minute
meeting on May 10. The
brevity may have been
due to the absence of
two council members,
city clerk Jerome Finley
and water superinten
dent Scott Huckaby.
Mayor Virion Rachels
shared Huckaby’s water
experiment based on a
request from Kurt Mc
Cord of Carter & Sloope.
Huckaby replaced 10
water meters with new
meters to see if their ef
ficiency would generate
increased income.
If successful, the extra
revenue can be projected
into the data to support
affordability of the GEFA
loan.
Assistant fire chief
Tim Lane reported the
department responded
in April to one medical
call in the city and four
medical and six fire calls
in the county.
Council approved
the amended AirFi lease
agreement, effective June
1. The monthly lease for
use of the water tank will
be $200.
Although the compre
hensive plan is not due
until October 2022, coun
cil approved to contact
Three Rivers Commis
sion for assistance with
list of proposed projects.
A public comment
from a visitor asked
about Department of
Transportation restrict
ing truck traffic on High
way 109. It has been as
sessed the deterioration
of the nearby highway
bridge was due to aggres
sive truck traffic.
