Between June 21, and June 27, Pike County law
enforcement agencies made the following arrests:
PIKE COUNTY SHERIFFS OFFICE:
Thomas Anderson Cochran, 23, burglary;
Jonathan Wayne Williams, 41, contributing to the de
linquency or dependency of a minor and theft by taking;
Joshua Wayne Williams, 18, contributing to delin
quency or dependency of a minor and theft by taking;
Cecil Andrew Jackson, 25, possession of a Sched
ule 1 controlled substance and possession of firearm
or knife while trying to commit crimes;
Linnie May Lynch, 57, financial transaction card fraud.
ZEBULON POLICE DEPARTMENT:
Charles Allen Martin Jr., 42, disorderly conduct,
expired vehicle tag or decal, no insurance and pos
session of methamphetamine;
Amberly Rochelle Moss, 34, expired vehicle tag or
decal, possession of drug related objects and posses
sion of methamphetamine;
Anthony Horace Betsill, 40, probation violation;
Michael James Alexander Fitzgerald, 18, DU1 alco
hol/controlled substance present in blood/urine, loud
music audible 100 ft. and possession of marijuana.
Billy Mitchell
Mr. Billy Wayne Mitchell, age 83, of Zebulon,
passed away June 25, 2021, at Upson Regional
Medical Center. He was born in McKenzie, AL, son
of the late Holland O’Neal
Mitchell and Musetta Wil
liams Mitchell. Billy was
a pipefitter, plumber, and
antique refinisher. He was
a member of Emmanuel
Baptist Church in Zebulon,
and loved the Lord and his
church family. Billy was a
loving husband, father and
grandfather who enjoyed
fishing, hunting and wood
working. He especially
loved to spend time with his family.
In addition to his parents, he was preceded in
death by his brothers, Frank, Lee, and Johnny and his
sisters, Dean and Eleanor.
He is survived by his wife of 59 years: Carolyn
Laverne Jones Mitchell; children: Wanda Woods (Wil
liam) of Cordele, Timothy Mitchell (Dawn) of Monti-
cello, Melissa Burns (Wade) of Forsyth and Tanya Lee
(Ron) of Thomaston; 10 grandchildren, nine great
grandchildren and numerous nieces and nephews.
Friends visited the family on Sunday, June 27 from
3 p.m. to 5 p.m. at the funeral home. Funeral services
were held on Monday, June 28 at 11 a.m. at Emmanuel
Baptist Church, 5015 US Hwy. 19, Zebulon. Dr. Bud
Gleaton officiated. Burial followed in Moody Memorial
Gardens.
Mr. Mitchell was taken to the church 30-minutes
prior to the service to lie-in-state.
Moody-Daniel Funeral Home in Zebulon assisted
the family with arrangements.

Concord’s Independence Day Children’s Parade:
Saturday, July 3 at 10 a.m. with line up at 9:45 a.m. in
front of Concord Cafe, behind the fire truck. Register in
proper age group, riders are encouraged to decorate
bikes, trikes, skateboards, skates, wagons or other
non-motorized vehicles. Refreshments at the city park
following the parade as prizes are awarded.
Pike County Retired Educators Association meet
ings: 11 a.m. on the fourth Monday of each month at
Ruth’s Restaurant.

Rivers Philbeck
Denise Smith Rivers Philbeck, age 57 of Zebulon
passed away on Tuesday, June 22, 2021 at Wellstar
Denise was born in Grif
fin, Georgia on October 29,
1963. She is preceded in
death by her mother, Bar
bara Royals Boyd; sister,
Karen Smith Curry; mother
in law, Carolyn Sanders.
She loved her family, her
pet Chihuahua, Molly, and
loved to work and keeping
her house in order.
Survivors include her
husband, Scott Philbeck;
son and daughter in law,
Nick and Amber Rivers; daughter and son in law,
Chasity and Kenneth Lovick; grandchildren, Kaden
Lovick, Kenlea Rivers, Kaileigh Rivers; father, Bill and
Ann Smith; sisters, Kathy Saye, Debbie Coker, Missy
and Bubba McKinley; father in law, Robert Sanders;
sister in law, Vickie Miller; brothers in law, Wayne
Sanders, Rodney Sanders, Bobby Sanders; beloved
pet Chihuahua, Molly; and several nieces and neph
ews.
Visitation was Thursday, June 24, 2021 from 6 p.m.
until 8 p.m. at Conner-Westbury Funeral Home. A
funeral service was on Friday, June 25, 2021 at 2 p.m.
in the Chapel of Conner-Westbury Funeral Home with
pastor Gene Luke and Billy Briscoe officiating. Inter
ment followed in Griffin Memorial Gardens.

Sharpen Your Axe
“The heart of man plans his way, but the
Lord establishes his steps.” Proverbs 16:9
Abraham Lincoln once said “If I had eight hours to chop down
a tree, Id spend six hours sharpening my axe.”
In 1999 wide spread panic began with the upcoming year 2000.
The problem known as Y2K was the fear of an widespread com
puter programming shortcut that was expected to cause extensive
havoc as the year changed from 1999 to 2000.
The fact is it never happened. Computer experts spent thousands
of man hours scheming and planning so the problem would be cor
rected before the clock struck midnight on December 31, 1999.
At the end of the day, God expects us to plan and to prepare. It is in
our axe-sharpening time that God reveals to us the plans to chop
down the tree.
So, have you sharpened your axe today? Just a thought...

PIKE COUNTY BOARD OF APPEALS
MONTHLY MEETING
6:00 p.m. July 15, 2021
The Pike County Board of Appeals will conduct its scheduled monthly meeting on July
15, 2021 at 6:00 p.m. on the second floor of the Pike County Courthouse located at 16001
Barnesville Street, Zebulon, Georgia. The Board will conduct PUBLIC HEARINGS on the
following items:
(1) Special Exception application SE-21-07. Pine Valley Concrete Company, Inc./Frank Ba-
hin, Jr, applicant and Howard M. Rawlings, Jr. owner, is requesting permission via special excep
tion per CH 156.43(E) to temporarily operate a small concrete plant and associated office on a
portion of property located on Rawlins Road, Zebulon, GA 30295. The subject property is located
in Landlot 220 of the 8th land district of Pike County. The subject property is further identified
as Parcel ID: 068 027 ZZA and consists of28.76+/- acres, only 14.36+/- acres is being requested
to be utilized as part of the special exception. The property is currently zoned A-R. The Board of
Appeals will make a recommendation to the Board of Commissioners. The BOC will have final
determination. The public is invited to speak in favor or in opposition of the application.
The Pike County Board of Commissioners will conduct a PUBLIC HEARING on July
27, 2021 at 6:30 p.mm at the Pike County Courthouse located at 16001 Barnesville Street,
