2 RULES AND REGULATIONS For the Government of the Board of Sanitary and Water- work* Commissioners for the City of Way cross, Ga. QUO BUM. let. Four member* shall constitute a quorum for ordinary routine business. Five members shall constitute a quorum for the adoption of any general plan or policy regarding contracts and location of permanent works. OFFICERS. 2d. There shall be a Chairman, a Secretary and a Treasurer, as provided by the Act creating the Commission. Sd. There shall be an Engineer who shall be known as the City Engineer. DITTIES OF OFFICERS. 4th. The Chairman shall preside at all meetings, and shall have a vote (]| all questions. 6th. The Secretary shall be present and keep a record of all meetings, shall keep a correct account with all water renters. He shall make out and collect all bills for water rents and turn the amounts thus collected over to the Treasurer, and he shall attend to such other clerical duties as the Board may require. 6th. The Treasurer shall be required to receive and account for the funds arising from the sale of bonds. He shall be required to receive all money collected by the City Collector for interest and siuking fund, take up the interest coupons when due and invest the remainder of the money thus collected as a sinking-fund in proper securities under the direction of the Board. He shall be required to receive and account for all moneys received from water rents or from other sources in connection with the water service and pay the same out only upon vouchers passed by the Board and signed by the Chairman and Secretary. He shall solidate such moneys as shall be set apart by the Board from the net earnings of the water system as a sinking fund, with the hind received from taxation and set apart as a sinking fond, and invest it in like manner. He shall present monthly bidance sheets to the Board at its monthly meetings and an annual consolidated report at the annual meeting. 7th. The Engineer shall give general direction to the execution of all plans adopted by the Board, and shall report to the Board at the monthly meetings the progress of all work. He shall also act an superintendent for the Board until the water works system is in working order. MEETINGS. 8th. There shall lie monthly meetings of the Commission on the first Tuesday of every month, at 7 o’clock p. m., at such place as is agreed uj»on at the previous meeting. 9th. Special meetings may be called at any time by the Chairman three members, and the call for such meetings must state the purpose of the meet ing. l«th. The first meeting of every year shall lie the annual meeting. TERMS OF OFFICE. Uth. The Chairman and Engineer shall be elected at each annual meetiug, and their terms shall expire at the next succeeding annual meeting. COMMITTEES. 12tb. There shall be standing committees on Finance, Sanitation and Con struction, composed of two memliers each. DUTIES OF COMMITTEES. 13th. The Finance Committee shall examine frequently the books of the Treasurer and report the condition of the finances at every regular meeting. 14th. The Sanitation Committee shall examine into the sanitary conditi< of the city with a view to the establishment of systems 6f sewerage and drainage, ami other works of sanitary importance. 15th. The Construction Committee shall examine frequently and report at every meeting the condition and progress of all work under Construction. 16th. All committees shall carry out the instruction* of the Board in any matters that may lie referred to them. APPOINTMENT OF COMMITTEES. 17th. All standing committees shall lie appointed by the Chairman after the annual meeting in each year. 18th. The retiring Chairtnan shall present at the annual melting a full report of the operation* conducted under the direction of the Board for the year previous, including reports from the Secretary, Treasurer, Engineer and Commit tees and such report shall be published. GENERAL. % 19th. The Board shall notify the City Council annually the amount of money that will be required for interest and sinking fond, in time for the rate of water tax to be fixed by the Council for that year. 20th. The records of the Commission and its officers must he kept at all timfe “open to the inspection of the citizens of Way cross.” 21st. Robert’s Rules of Order shall govern in all deliberations of this body, Chamberlain’s Eye and Skin Ointment. The following order of exercise* will be observed i ings: all regular meet- 1st. Calling the roll and recording names of absentees. 2d. Reading and approval of minute*. 3d. Unfinished business. 4th. Reports of Committees and action on reports. 5th. Reports of officers. 6th. Reading communications and action thereon. 7th. New business. 8th. Adjournment. 23d. These rales and regulations may be altered or amended at any regul meeting by an affirmative vote of at least four members of the Board.
