The People s Party Leader ts Again at His Desk. Washington, Dec. 8.—A beautiful, crisp winter day ushered in the second session of the fifty-second congress, and long before the hour of noon spectators began to arrive at the home wing of the Capitol in order to secure advanta geous seats in the galleries. The members also began to arrive early, and the scene presented on the floor was a lively and bustling one. Condolences. as well as congratulations, were the order of the day. and political friend and foe greeted one another with every manifestation of personal good feeling. Of Cairo th« Democrats were more jubilant &an their defeated antagonists, bat the latter. were not to be outdone in the matter of jollity and smilingly assured their victorious friends that four years would not be long in passing and that at the end of that period the scales of public opinion would be found differently balanced. Ex-8peaker Reed was among the first to appear in the hall and after he took bis seat he was greeted by men of all political opinions and by nbiqnitous newspaper men, all of whom he re ceived with a twinkling eye, pleasent smile and hearty handshake. The Democrat i, aa a Bil*, Congregated in the space in the rear of the Democratic side of the hall and in dulged in a conversational love feast. Messrs. Dockery and Ma?i*ier. of Mis souri. Turner and Blonnt, of Georgia, Terrell, of Virginia, Chipman. of Michi gan, Sayers, of Texas, and Herbert, of Alabama, were each the centre of a little gfonp chatting over the victory of the past and the promise for the futnre. The l'ooplo'a Party, as personified l»y its leader on the floor. Mr. Watson of Georgia, appeared at about 11:15. He immediately proceeded to the desk occupied by his lieutenant, Davis of Kansas, which is across the aisle from tliat occupied by Reed, wore a slouch hat and heavy overcoat buttoned to his chin. After exchanging greetings with his party colleague, he turned and seeing Reed the two ex changed a few words and a hearty hand shake. Among the distinguished visitors on the floor of the home was ex-Represent- ative Steven V. White, of New York, who met with a cordial reception from his former colleagues. Hand tome Floral Tribal** decked many of the desks, the most im pressive and appropriate being that which —Inrned the desk oL^erbert Alabama, who is at presen^ne chair man of the committee on naval affairs, but who declined a nomination to the fifty-third congress. It was an immense •hip, composed of immortelles and roses, and attracted much attention. Shortly before noon Mr. Springer of Illinois, made his appearance, and he was immediately the center of attrac tion on the Democratic side. One of the first to greet him was McMillin, hi- able co-adjnstor on the ways and means •committee, and Catchings, of Mississippi, the floor manager of the committee on raise, which, in a great measure, shapes the legislation of the house. Crlapat lb* Helm. As the hands of the clock i ointed to the hour of twelve, Speaker Crisp as cended to the speaker’s chair, and as bis gavel dropped a solemn hush fol lowed the noise and confusion. The blind chaplain. Rev. Dr. Milburn. de livered a brief and impressive prayer,in which he returned thanks to Almighty —God that so many of the members had been permitted to resume their dnties in •aff ty and in health. Mr. Payne of New York, presented to the house the petition of Jno. I. Dav enport, chief supervisor of elections for ^ the southern district of a New York for * hearing before the bar of the house of representatives. “Ha having been de nied a hearing by the committee of the house.” It was referred to a select com mittee to investigate the administration of the United States election laws in the city of New York. 1b Uw t—ate.
