FRAUDULENT TOBACCO SHIPMENTS- t'aitom* Officials in Canada SeSm to Have Don* a I.tttl* Dirt. Montreal, July 25.—The American customs authorities here are much in terested in the statement wired from Philadelphia that the losses on under valued Sumatra tobacco from Montreal and entered there, amount to $1,500,000. From authoritative sources it is learned that the entire shipment of Sumatra tobacco from this port to the United States via Ogdensbnrg f«r the past 17 months under consular certificates amounted to only $436. The goods were shipped principally by J. M. Fortier, a leading tobacco im porter, to J. Moritz, of Philadelphia, an& others. But no traces can be ob tained here of the thousands of lots shipped of less than $100 value for which no consular certificate is requir ed. It is thought here chat the frauds reported are in connection wi)h these small shipments, and it is believed here that if the frauds have been committed the American customs officers at the border points are partly responsible, as all tobacco, whether shipped under con sular seal or otherwise, is subject to border inspection. Th<? law yer was taken through tbe negro settle ment west of the railroad and saw why \ the “Founder” i* opposed to them. A negro preacher named Hill, of Newark, came on the same errand.
