Communication From a Colored Citizen.
Editor Herald I am a constant
reader of your valuable paper, and I have
been made to feel grateful from time to
time, for your friendly counsel, and
words of couragement to our people.
While I am unable to see some things
just as you see them, still I feel that on
the whole, we have in you a friend upon
whom we may rely and one who de-,
sires to see our race rise to a higher and
noble plane of life, on all the lines that
tends to the upbuilding of a people. I
reached this conclusion.from the fact that
you unhesitatingly give crdit when it is
due, and honor to whom it belongs. It
is very refreshing and consoling indeed
to find people with an eye capable of
discering merits in their fellow men, and
with the courage to acknowledge it.
I cannot refrain from expressing to
yop the joy that thrilled my. whole
being, ppon reading your editorial con
cerning the colored citizens of our little
city,in Monday’s Herald, and in so doing
1 feel that I voice the sentiments of ali
our people.
I also take this opportunity to thank
you for the words of congratulation and
encouragement given us in regard to an
important move undertaken by our peo
ple recently, in which I bore an humble
part.
I suppose you, as well as your many
readers, would like to know with what
favor onr effort has met thus far. A
number of counties have been heard from
and we hope to hear from the remainder
within the next ten days.
For your information I herewith sub
mit a copy of a reply rtv bat’m, just re
ceived, which explains itself and which
is a fair sample of the lot.

Dear Sir : . .
Your circular refering to the, crime of
rape committed by the unprincipled ele
ment of our race, received, aud contents
carefully observed, and would say
reply,I have seen several of our best citi
zens and have shown them your circular;
and we were more than agreeably sur
prised to receive such a high, wise, and
intelligent plan, which would protect all
honorable colored citizens, and do jus
tice to all unprincipled classes.
And under the circumstances I believe
it to be a God-like sentiment to call a
state meeting to aid in suppressing crime,
and the unlawful lynching of our race.
And I would say to your honorable com
mittee, that they have the approval of
■every true and conscientious colored citi
zen in this portion of the State, and I
believe the true and honest white citi
zens will approve the plea of your wise,
and intelligent committee.
Trusting that God, our common Fa
ther, may crown the above committee
and its plans with success.

tirely impersonal in its denunciation of
such report. It was afterwards declared'
to be untrue and seemed to be in a line
with much that has been telegraphed
from that point.
Nothing could be more damaging to
South Georgia than an * impression that
it is overrun with outlaws that can with
impunity and safety attack women in
their homes and hurry them to the
-swamps at their vicious will.
/ It is in, behalf of this section and its
.future development that we would pro
tect it from a reputation of border ruffin-
ism.
It is in that iuterest that the story was
indignantly -denied.
The endorsement of the Waycross
correspondent, however, by the Herald,
and tlie statement of the manner in
which he obtained the news of his spe
cial, completely justifies his work, and
gives the T. A. pleasure in withdrawing
Its offensive allusions.

Paris, Sept. 14.—The irritation of
France against England seems to in
crease day by day. First the govern
ment was urged to assert itself against
England’s interference in the Siamese
question; then it was claimed that at the
opening of the chambers the government
must make the power of France felt by
raising the Egyptian ghost again, and
now the French press has found fresh
cause to attack England and is angrily
harping against the obstacles which it is
claimed the Niger company has placed
in the way of French explorers.
What with the army maneuvers of
Germany and Austria, the new naval
station of Germany off Italy and that of
Russia off France, no amount of denial
from official or unofficial sources will al
ter the fact that the peace of Europe is
in danger and that matters are becom
ing so strained that it will be a case of
shut up or fight, to use a vulgar expres-
, which, however, sums up the sit-
nation in a few words.
Frenchmen are both astonished and
alarmed at the German emperor's popu
larity with? the people of Metz, Strass-
bnrg and Carlsruhe, for a favorite, not
to say stock rallying, cry for French ora
tors since 1871 has been “La Revanche,”
as they pictured the unhappy condition
of the inhabitants of Alsace-Lorraine
under German rnle,and painted in glow
ing colors the love the inhabitants of the
conquered province had for France. And
now, sad to relate, it seems that these
same inhabitants have a decidedly high
regard for Germany and the German
emperor.
