Th« State Troops May Be Called Out to
Prerent Serious Trouble Between
the Rare*—Negroes Held
a Midnight Meeting.
New Orleans, Sept. 21.—The leading
colored men of this city had a secret
meeting in the night, and at 1:15 a. m.
furnished the press with the resolutions
adopted.
A committee has heen appointed to
call on the governor at once and ask for
troops for protection against thujeigu of
terror existing in Jefferson parish, on
the outskirts of the city.
A mass meeting of all the colored citi
zens of the state has been called for next
Monday, in this city, and from the indi
cations serious trouble may be expected.
Jefferson parish has been declared under
martial law by its residents.
The sheriff, the judges, the state sena
tors and the representatives are leaders
of the regulators, together with all the
other white officials.
All the newspaper men have been con
ducted outside the lines and ordered to
remain away in the future. It is impos
sible to learn what is going on, or
whether the mnrderer, Julian, has been
captured or burned at the stake.
A line C>f sentinels along the city
boundary fired several shots about mid
night at persons who would not halt.
Many of the white women and chil
dren of Jefferson have come to the city
for refuge.
Bloodhounds from the penitentiary
were let loose in the swamps where it is
thought that the murderer is hiding.

Atlanta, Sept. 21.—A \pecial from
Washington says:
South' Carolina has another sensation.
Consternation was thrown into the re
form ranks here when it was stated by a
Texas congressman that the celebrated
Ben Terrell was on his way to South
Carolina for-the purpose of conferring
with the reform leaders in that state t«>
mature plans for launching a third
party movement there.
It is positively stated, also, that Sena
tor Irby left here night before last in or
der to be present at tlie confab. This
rumor is largely substantiated by the fact
that Mr. Irby* leaves his seat in the senate
at this particular moment when a crisis
is at hand and a hard ba'.fc* is being
fought, when the free men are
rallying all their support for a final
death struggle, and every free silver vote
is needed.
The reform members of congress from
South Carolina are all aware that Mr.
Terrell is going to the Palmetto state,
but if they know anything of his pur
pose or intentions they affect entire igno
rance.

Monticello, N. Y„ .Vjept. 21.—The
village is crowded with people from the
vicinity of the Halliday murder and
elsewhere, w\io are here to attend the
trial of Mrs. Hallidaj*. Mrs. Halliday*
was visited in her cell by Thomas Mc
Quillan, whose wife and daughter she is
charged with murdering. The old man
gazed fiercely at the woman and ex
claimed: “That is the woman who
came and took away my wife and daugh
ter.”
The words were spoken with terrible
• earnestness, and Mrs. Halliday crouched
down on her cot as though in fear and
began muttering.
Robert Halliday, son of the murdered

committee on rules authorized by a par
ty vote, the report to the house of what
is termed by Reed and Barrows, the mi
nority of the committee, tlte most dras
tic measure ever proposed to any legisla

They say it far surpasses anything ever
thought of even in the Fifty-first con
gress.
It provides that upon the adoption of
the order the speaker shall proceed to tiu
call committees for reports, when, until
that order is exhausted, no motion what
ever shall be in order.

Birmingham, Ala., Sept. 21.—Dave
! Jones, a negro who was suspected of
robbing the depot at McDowell, in Sum-
' ter county, was caught Sunday night
I by a posse and hanged to a limb, and se-
i verely whipped. He would not confess
i the crime and they let him go, more
j dead than alive. That night the negro’s
j friends armed themselves, and swearing
! vengeance, went in search of the parties.
• Later, they attacked the whites, and in
j the fight that ensued one negro was kill-
; ed and two fatally wounded- One white
f wounded. It is feared that

jail. A hole was made in one of the
walls, through which she crawled. The
woman was serving a year’s sentence on
the chaingang. It is suspected that a
court bailiff assisted her to escape.
