Morgan, from tne committee on foreign affairs, reported hack without recommendation, the hill making appropriations to enable the secretary of the treasury to enforce the provisions of the Geary act, and it was referred to the committee on appro priations. Mr. Peffer offered a resolution for the appointment of a committee of three senators to ascertain what legislation is needed to improve the hanking system so that financial panics may l>e avoided, a better circulation of currency secured, and the safety of depositors assured. There was a disposition to hurry it through without regard to its seriousness or the rights of the minority. The minority would not submit to l>e coerced by any body. Mr. Farwell would permit national banks to issue notes to the par value of bonds deposited, iuqxjse on national bank circulation only a tax sufficient to pay for the printing of bank notes and refund the bonded debt in 100-year 2 per cent bonds.
