a THE WAYCROSS HERALD, SATURDAY, NOTEMBER 18. 1893. The Brunswick epidemic is virtual ly over. Mayor Toon, one of Atlanta’s pio neers, died on the 18th inst. It is now generally conceeded that the lease of the Lease party has ex pired. The gubernatorial race in Georgia p fora is is to be a very lively affair next year. The convention or Christian Work ers adjourned in Atlanta on day be fore yesterday. What would the republicans do if the time should ever come when they have nothing to do? Bill Arp claims that the country has had five hundred lynehings in the twelve months just past. A bill lias been introduced in the Georgia Legislature to increase the the Governor’s salary from 8*5,000 to 85,000. It is generally understood that the Southern farmers have suffered less during the recent panic than any other class of people. Kenne^ty appraiser at Buffalo, and hit commission has been returned to the treasury departnisnt by Collector Doyle, to whom it had baeti sent to be handed to Mr. Kennedy. Mr. Cleveland’s ac tion wus based upon charges that Mr. Kennedy conspicuously assisted Lieuten ant Governor Sheehan in his high-hand ed methods at the election in Buffalo last week. Nothing definite can be learned as to the specific charges made against Mr. Kennedy, but it is believed they aro not trivial. New York Official* Upheld. Washington, Nov. 10.—The secretary of state has transmitted to the Chinese minister the report of the secretary of the treasury on tho complaint against United States authorities at New York for refusing to recognize certificates of immigrants from the Chinese cental at Havana. The report indicates that the Chinese consul at Havana is not to be relied upon in tha issuance of the certifi cates to Chinese. CTc ■land Take* a Trip. n Washington. Nov. 10.—Tha president and Secretary Lament have gone out of tho city, and excitement is at once aroused. Various rumors are afloat con cerning the cause of his absence. Some say his jaw is troubling him again and another operation is to lie performed. Chief Clerk llogg Dropped Death Washington, Nov. 10.--John W. Hogg, chief cleric of the navy depart ment, and for 39 years an employe of the government, dropped dead at his home in Rockville, Md. Many of the papers that have been abusing Mr. Cleveland and declaring that they will now give him a rest. How kind of them. Cleveland’s health is said to be ex cellent and it is nubodys business what he went to New York for so Mrs. Cleveland is satisfied. John D. Stocker*, an old confeder ate veteran, has been appointed sur veyor of customs at Atlanta to suc- seed the negro republican politician C. C. Wimbish. The Ford theatre which fell in Washington, killing twenty-four government clerks is being rebuilt. This time Georgia pine is being used which is supposed to make it secure in the future. The Ilaiinn minister at Washing ton says helms not as much informa tion from bis government as lias been published in the' press reports. Certainly not, who ever expected a minister to know as much as the newspapers? Kditor Wrench has gotten out the Tiines-Advertiser for the last few dreadful months under difficulties* that would have been deemed insur mountable by ordinary men. When brighter days come the people of Brunswick will show their gratitude in a substantial manner. Not In New York. New York, Nov. 10.—At the Victoria hotel, where Mr. Cleveland usually stops n in town, it is denied that he is DULL LEGISLATION. Time The Bill Passed to Change tli Return Inc Taxes. Atlanta, Nov. 1G.—The only bill of any note that was passed in the house was the bill to change the time for mak ing tax returns from April 1 to March 1. The houso passed the bill making it a felony to even make threats to burn gin- honses for purposes of revonge. In the senato a bill was introduced by Mr. Bailey, of Spalding, to make clerks of the superior courts eligible to hold the office of clerk of the city or county courts, was passed. A Negro Woman Killed. Daxielsville, Ga., Nov. 16.—Satur day, about 3 o'clock p. m., a west bound passenger train on the Georgia, Carolina and Northern railroad run over a negro woman named Georgia Glenn, killing her instantly. She and several other negroes were walking up the railroad, and when they heard the train coming they all got off the road except the one killed. A SUPPLEMEKTAL STATEKEHT. All Accounted for But One. Memphis, Nov. 10.—All of the missing in Monday night's fire have been located except the unknown stranger in the city, who is supposed to have come from St. Louis. He is known to have been in the Young Men’s Christian association rooms when the fire broke out, but no one saw him escape. When the power of Germany is to be defied, all Freuebmen, whether monarchist, honapartist, republican or socialist in opinion, stand together with real enthusiasm. The kaiser will find no disunited France to face if war ever comes again between Teuton and Gaul. The fear expressed in some quar- vterr that Congress may delay action on the tariff reform measures is not well grounded. Unlike the silver- matter the tariff is n party question and the democratic majority will he practically a unit when it comes to voting on it. THE LIST TO DATE. It is regret ted that the captain of the China did not delay sailing for Hawaii a few hours, for, had he done so, he might liavo brought particulars of tha formal call of Minister Willis on President Dole, and of the way in which the startling infor mation conveyed by Mr. Willis was re ceived. The China sailed just before the call was made. This is accepted here as showing how carefully, up to that time, the American minister had guarded hia secret. The captain of the China evidently saw nothing in the ap proaching meeting of tho two officials nut the formal routine exchange of salu tations. Had he known that the new minister would deliver a message calcu lated to bring the provisional govern ment to an end, and to restore the queen to her throne, he undoubtedly would have delayed his departure, knowing the value of such news at San Francisco. Willi* Proceeds Coolly. The news brought by the China show3 that, though Minister Willis's message to the provisional government was un usual, lie was proceeding in the usnal way of diplomacy to deliver it. The formal announcement of his arrival, ac companied by a request for the fixing of a day for his official call and the sending of a copy in advance of the speech ho would deliver, followed the diplomatic formula prescribed in such cases. He would not have proceed oil differently if his mission had been in fnll recognition of tb rt provisional government, and with inst. dons to accord it all the support in i power. This shows that Mr. Willis had decided upon a conservative course, and one calculated to insure him a respectful reception by the provisional goverm: •»•*. Of course, the test of his abiliti— .. still to come, but the fact that he started right pleases the admin istration. The latest report is that the president and Secretary Gresham have decided to give out a supplemental statement in justificasion of their course towards Ha waii. This statement, it is said, will be prepared, as was Secretary Gresham’s letter, from Commissioner Blount’s re port, which consists of 1,200 pages of type-written copy. All of the papers in the case have been taken out to Wood- lev. and Don Dickinson, it is said, par ticipated in a conference on the subject. Thnrston In Washington. Minister Thurston, representing ths provisional government, has reached here from Chicago and drove at once to the Hawaiian legation. He said in re sponse to a question that he had nothing to add to the interview he gave out in Chicago. He admitted having received private advices from liis government by the steamer China, but said that his own news was not as full as that contained in the press dispatches. He was disinclined to discuss the probable course of his gov ernment, but he declared that the mon archy, if restored, will not be able to sustain its without the aid of this gov ernment. Mr. Thurston awaits develop ments. When asked if it was his intention to call on Secretary Gresham, he replied that it was likely he would do so. He was still* he said, the accredited repre sentative of the Hawaiian government to capital, and the only Hawaiian govern ment, so far as he knew, was the provis ional government. Dor* Not Dread the Issue. Secretary Gresham is entirely con- scions that he has taken a step which at first incenses American sentiment. He fully realizes that the attitude he has taken concerning Hawaii is unpopular and he is not the least surprised at the assaults made upon the administration. But he is absolutely confident that time will change all this. Secretary Gresham holds that, aside from the abstract justice due to that feeble government, there are treaty con ditions involved in annexation which would lead this government into danger ous entanglements. Among these he names the treaty obligations with China and Japan for coolie labor. Seeretary Gresham is so absolutely confident of the ultimate approval of the American people that he says that, not withstanding the present censure, he would not evade one atom of the re sponsibility. Washington, Nov. 16.—It is reported here upon what seems to be good au thority, that the civil service commission will be reorganized. The commission is row engaged in the preparation of its annual report, and when that is com pleted the* c hange suggested is likely to be made. Mr. Johnston, of Louisiana, and Mr. Lyman, the chairman of the board, are both said to be marked for decapitation. The complaint against Mr. Johnson is that he is not in sympathy with the spirit of civil service reform, while Mr. Lyman, who has been in office for some time, is wedded, it is said, to routine, and exhibits little interest in widening the scope of the reform. Mr. Roose velt, the Republican member pf the board, will remain.
