He Flatly Refuses to Accede to
Willis’s Demands.

Victoria. B.C., Jan. 10— 1 The steamer
Warrimco, which has just arrived,
brought advices from Honolulu under
date of Jaa. 1. On. Dec. 10 Minister
Willis demanded of tho provisional gov
ernment that it surrender - to tho queen.
President Dole replied refusing to con
sider this demand. The government is
keeping the answer of Dole to Willis’
demand secret until it shall hnvo had
time to reach the president.
Tho following summary, however,
has been obtained from good authority:
Dole begins by noting that this is I he
first official communication this govern
ment has had intimating in any way the
policy of President Cleveland towards
Hawaii. By no action of this government
has any matter connected with the lato
revolution been submitted to tho author
ity of the United States.
This is carefully argued.
No intimation has ever been made to
tho provisional government of anything
having been done or considered in tho
premises until tho alleged conclusion of
tho president, now presented by Minis
ter Willis. An exhaustive resume is
given of a series of political struggles
leading up to the revolution, including
tho acts ot Kalakaua before 1687, and
his distracting and dictating legislation
by filling up the legislature with office
holders.
The climax v • ached in the opium
scandal when i .asm took a bribe of
$71,000, previous./ prepared for the leg
islature. Tho citizens then united to
overthrow the monarchy. This was
averted by his submission to the new
constitution, which took most of his ar
bitrary power away. Thenco on until
his death he constantly chafed and
sought to evade those restrictions.
The inside history of the attempted
revolution of 1880 is then recited, and of
Liliuokalani’s participation therein.
The opposition then shown bv her to the
riffhts and interests of foreigners was,
after her ascending to the throne, con
stantly emphasized. It* became violent
during the latter part of 1892, as shown

Report of the Situation for tlie Week Km!.

Chattanoooa, Jan. 10.—The Trades
man, in its review of the industrial situ- j
ation in the south for the week ending
Jan. 8. 1894, reports that no material
change in industrial conditions has taken
place. The number of new industries
in process of organization continues to
be above the average, indicating a pros-
by her perverse appointments of our
cabinets in opposition to the will of the
legislature.
The events of the last week of her
reign are recited, the resuscitation of the
defunct lottery bill and the removal of
the Wilcox cabinet, all through the
cmeen’i personal influence. Dole recites
the attempted coup d’Etat action of the
committee of safety and two mass meet-
i of foreigners and natives. The corn-
tee deemed the presence of American
forces necessary for the protection of life
and property and requested Minister
Stevens to land them.
Dole denounces, in the strongest terms,
the falsehood that Stevens was ever ask
ed to have hu forces assist in the revo
lution, or that he ever did so. The gov
ernment disclaims having ever author
ised Damon or any other person to make
terms for the queen’s surrender, and de
nies that he ever reported or was asked
to report such terms. Damon made
those terms on hie own responsibility.
Never before or since the revolution did
any of the members of the committee of
safety confer with Stevens about the
overthrow of the government.
The provisional government is respon
sible only to those who constituted and
are now maintaining it in power. It is
amenable to no foreign power on eartn.
It has always been faithful to its con
stituents and by no act or intimation has
ever offered to submit its rights to the
United States or any other power. For
these reasons this government must re
fuse to consider the proposition of Min
ister Willis.
No allusion is made by president Dole
to Willis’ appeals to their patriotism and
moral sense, nor to the terms of amnesty
secured from the ex-queen.

Honolulu, Jan. 10.—The proposition
for the establishment of a republic here
said to have been brought by Minister
Thurston and Mr. H. N. Castle, of The
Advertiser, is absolutely denied by both
of these gentlemen.
To the Associated Press Mr. Thurston

heads.' Why should UY We are now
an established government. We have
been recognized by both the United

It is shown by the increasing inquiry
for machinery of all kinds, by the for
mation of new co-partnerships and com
panies, by the enlargements of existing
plants, and by the growing demand for
sites for factories and industrial plants.
Southern merchants and southern banks
are in a good condition, and an adjust-
mant of the pending tariff question is
onl^needed to insure renewed pros
it reports 88 new industries as estab
lished or incorporated during the week,
together with eight -enlargements of
manufactories.

Albany, Jan. 10.—Curious features are
connected with the signing of the first
bill passed by the New York legislature
of 1894. It is the capitol appropriation

Boy Killed by HU Father.
Elgin, Ill., Jan. 10.—Clark Burr, a
wealthy farmer, killed his son Charles
with a shot gun here in a quarrel grow
ing out.of the latter taking music lessons.
The young man, who was 17 years of
age, was endeavoring to draw a revolver
when the father fired. Burr gave bonds
of $10,000, furnished by hie neighbors.
