A Tilt with Carolina.
■ Columbia, rt. C, March 21.—
A dispute over the kiditapjriiig
of a criminal is now in progress
between Georgia and Soutli Car
olina, and there is great indigna
tion in the Palmetto State shout
the alleged arbitrary conduct of
the Georgians. A few weeks
ago F. A. Blackwood committed
forgery in Georgia ami fled to
his home in Aiken county this
State. T»o officers from the
Augusta, Qa., police force cross
ed the Savannah river, went to
Blackwood’s house at night, and
without u requisition, and in
violation of the law, kidnapped
him and conveyed him into
Georgia. Gov. Richardson has
determined to uphold the rights
of Ids .State. He lias telegraph
ed to Gov. Gordon to liuve all
proceedings stayed against
Blackwood until an investiga
tion is hail which will put him in
jaissessiou of all the facts of bis
arrest and allow time for the
eokstaiilion of the charge of kid
napping. Blackwooil lias coir
fessed Ids 'guilt, but still the
Governor of South Carolina de
mands Ids restoration and the
custody of the officers makin_
the arrest. This Gov. Gordon
refuses to accede to, inasmuch
its tlje arresting officer is under
indictment ‘in Georgia for as
sault with intent to murder,
mid justice in Georgia must be
he satisfleil before the offender
could be givon over to Carolina.
