of the British liner, Malacca, is
considered an act of piracy, mid
will not be tolerated with by
England. A strong protest has
been sent to St. Petersburg, and
an order given to the Mediterran
ean fleet to intercept and de
mand Her release. Should the
Russians refuse to release the
liner, they ate to try and release
er by arms,
The general belief is that Russia
is playing a desperate game, and
it trying to cause an internation
al complication tor the purpose
of diverting attention from her
humiliating position in the Far
East.

Toklo, July 20.—Russia’s
Vladivostok fleet passed through
Tsugara strait into the Pacific
ocean today and considerable
anxiety is felt here for the safety
of the coast towns and shipping
points. It is not known what
plans have been made to Inter
cept the Russian fleet.

Port 8aid, July 20.—The
steamer Malaca, flying a Russian
flag and manned by a Russian
crew, arrived here today. The
English crew, who are held as
prisoners on board, are not per
mitted to communicate with the
shore. The Russians intend to
take the liner to Siban, a Baltic
port tu Russia.

London, July 20.—The Lloyd's
insurance rate against tho cap-,
ture of ships, has increased from
seven shillings, six pence to
twenty-flvo shillings per hun
dred, owing to the N sieznru of
the steamer Malacca by the
Russians. The raise has caused
great excitement in shipping
circles.

general walkout.

from Glascock Barrett, Ass t.
