japan's ratio Development.
Tbe governmental system «.f
tlie United States and Japan are
at wide variance, in that one is
democratic and the other im
lmsijimujj naiitoUmp mill na|t J perial. The people are of differ
ent races. Their histories pros
hibit comparison. Ihelr customs
are uulike. Between them there
(is, fundamentally, but little iu
common. Yet from the begin
nine of progress in Japan there
has been an American style, in
energy, human characteristics,
policies and ideals.
Until recently Japan had been
heard of only a little in remote
parts of the world, and even the
great Powers, whose agents are
watching everywhere for signs
of new advancement,had ignored
it almost entirely. Reform and
progress began in Japan about
fifty years ago, in accord with
modern standards, and it is but
a few years since the country be
gan to bo considered a great
force in international affairs.
That Japan’s sudden rise to
eminence is a surprise to the
whole world is due, probably,
to the rapidity of advancement.
Once a change was decided upon,
tlie people acted quickly, force
fully and harmoniously, under
the guidance of a wise govern
ment, and much has been accoms
plished in a short time. In two
generations Japan has developed
from relative insignificance into
leal greatness
