NUMBER 2G ts ^ \ General Presentments. GRAND JURY MAKE THEIR RECOM HENDATIONS AND ADJOURNS. We,.the grand jury etnpaDeled and sworn for the November term Ware county superior court, 180J, submit the.follou log as our general presentments: We submit report of Book Committee fiom spr-mg term Ware county superior-court Us follows: We, the undersigned committee appointed by the grand jury from the April term, 1704, su perior court, Ware county, to examine the books and records of the county, and to make re port thereto to tjie grand jury' of the November term, 1904, hav ing examined and reported at the spring term, on books and rec ords of the sheriff’s office, office of clerk of the superior conrt, office of clerk of city court, and various justices of the peace, and all of which we found neatly and correctly kept, do hereby pres sent this, our report on the books and records of other officers: First, We have examined the books and vouchers of the county commissioners, and found them correct and in good condition. Second. We have examined the records and vouchers of the' Board of Education and county school commissioner and found them correct, except there was no record of eleotion of couuty school commissioner, either in November, 1908, for short term, or March, 1904 for long term. Third. We have carefully ex amined tax digest for 1904, with much care, and Snd several inacs curiea therein, though they do not amount to much. We also examined the tax collector’s t -book for 1908, and report it cors i Jeotly kept Fourth. We examined the books of the county treasurer, and found them neatly and cor rectly kept. We find the treas urer has balance cash on hand to the amount of (1,064.03. Fifth. We have had free ac cess to the books and vouchers of the ordinary’s office, and find them In a-neat condition and cor- rectly kept. Sixth. We examined closely the records, bills and vouchers of the-county commissioners and find them in good condition and correctly and neatly kept. We commend very highly the con cise system of the book work adopted by the county commis sioners. Upon a. whole we report.that the book work, records, -vouchers, etc., are kept by our various county officials in a very com-, mendatory manner. (Signed.) J. R. Whitman, Cicero Wilkinson, Book Com.- April Term, Grand Jury,' Ware Superior Court We, the committee on fub'ic. Buildings and Crnvict Camps, beg to submit the following re port: We Bud mat there are but three prisoners in the couuty ‘jail. Sanitary condition good, but consider it uusafe for the detention of desperate prisoners, because of the fact that about oae-haif of tlio flooring iu the hall which separates the cells has beeu destroyed by rust until only a mere shell of the steal floor not much thicker thanordis narv heavy paper remains. We advise that yon dlreot attention to this in your recommendations and trust the coon'y commis sioners will Jiave necessary re pairs made. The plastering it broken in several places in the court.house, caused, we under- r - staud, by leaks in the roofing, J which has been looked after and ■topped. We are of the opinion that the services bv the janitor Is not wbat it should be. The sanitary closets in the basement and other departments down there sre not in a neat and dean condition, sud the brick cl.,teu in the wagon yard are in a very bad condition. Hence, we rec ommend that the care of the conrt bouse and the wagon yard be tnrned over to a competent man at such wages as'will secure a goid, competent man, and oae that will keep these places in a good sanitary condition. We visited O. H. Lowther’s convict camp rear Millwood, and found it iu a splendid sanitary condi tion. Everything was neat and apparently every precaution had been taken to procure the com fort and safe, guard the health of tlie convicts confined there We visited two camps operated by W. M. Toomer, one ne»r Bra ganza, Ga'., and the other near M. Tatum’s plantation; these are large camps, holding ninery- seyen slate convicts; and aro un der the immediate care and con trol of experienced officers furn ished by the State The build ings are all new, neat and clean. The quarters of the city' chain- gang are in good condition. The county chalngang has tempor ary quarters, having to move of ten, but for them, we think the most comfortable quarters pos sible,has been provided. Your committee regrets very much to report, that the camp of W, W. Beach & Co., near Manor, Ga., s in a very bad condition. Tney have about twenty-six misde meanor convicts, white and black, purchased from the officials of Ware, Appling, Wayne and Pieroe connties. They are kept at night in a miserable log hut fnll of holes, giving very little protection from winds and cold They are provided with very lit tle bedding, no appliances for beating building or any conven ience for feeding convicts. We recommend that the' proper au thorities see to it, that this camu is cleaned up and comfortable quarters provided for the con victs, at once. (Signed.) . T. Bunn, J. E. Sharp, H- L. We the committee appointed to examine the books, of the va rious offices of the county beg to submit the following report: We have examined-, the books of the clerk of the city and su perior court, anl fiud them neatly and correctly kept. We have examined the books of the sheriff and find them neat ly and correctly kept. We have examined the books and vouchers of the treasurer and find them neatly and cor rectly kept. We commend the treasurer for the manner in which he had bis vouchers ' ar ranged, thereby shortening the work of the committee. We find the treasurer holds overpaid vonobers amounting to (2,804.22, which can soon Le oovt red by the collection of taxes. We have examined ihe' books of the various Juatlcea of the Peace, except thn books from the 1082 district and 1490 district, which were not presented to the committee for examinat'on, and (onnd them correctly kept, ex cept there is no dates to show when the entries were made in Justice Elias Moore’s books, and no eutries to show wbat disprsi- tion-was made of many of the cases entered on Justice J. We ascertain from representa tive' men from each district, serv ing on our body that I bo public roads are in passible condition, with tbe exception that bridges across "small drains iu tbe Sweat, Millwood and Glenmore districts »nd along the road lead ing from Wajcross to the Oke- fenokee swamp are in bid con dition, and recommend that the ciunty commissioners have these .mall bridges repaired at tbe carlieit convenience. We find tbar. it is impossible for th’s jury to examine and re vise the tax diger-t during this term of court, and in view of tbe fact that it wilt take considerable time to make a good and careinl revision, we have appointed commiltee of three from oar body to gather wi h one man from each district to make a careful revision of all tax re turns, making a list of said re visions and placing same with the tax assessor before March 2.1003, and we recommend that this committee shall receive ftom the general fund of the county. The Russian Admiralty has gained the asce.- denoy over the foreign office,and it is claimed, will repu^ats the agreement with Great Brittain. It is also said that Count Benck- eudorff, amlassador to Great Britain, will be rna'e a scape goat, and will probably be re called. The correspondent ex pressed alarm regarding the outcome. The case against Carey How ell, charged with Ihe murder of Johnny Barber, consumed nil of yosterday in Ware Superior Court. After remaining out for thirty minutes, tlie jury brought in a verdict of not guilty. B.
