Promethus, which arrived here today
from the north reports having passed
on March 20 a Russian squadron of
live ships, four transport* and a hos
pital ship. The Russian ship Kos
troma, bound for Jlbutil, French So
maliland, arrived here today and is
taking coal and water.

St. Petersburg, April 1.—3:25 p. m
—According to the peace reports cir
culated on th ebourae'today Russia
will cede the southern portion of the
Island of Sakwhalln, In the northern
Pacific off the east coast of Alla, used
as a Russian convict settlement, to Ja-
pan and agree that Manchuria and Ko
rea are permanently outside of the
Russian sphere of influence and that
the eastern Chinese railroad will be
turned over to Japanese for cession to
China or to an International syndicate.

London, April 3.—A dispatch to a
news agency from St. Petersburg says
that naother Internal loan of $100,000,-
000 will shortly be Issued.

Suggestion in Regard to “Spotted Fe
ver”—A Naw Disease.
Chicago, April 3.—A prenventative
of cerebral-spinal-meningltls, “Spotted
Fever,” the dread plague which Is rav
aging New York and eastern cities,
and from which at least one death, that
of an 8-year-old girl, occurred in Chi
cago. It has been suggested by Dr.
W. J. Class, of the city health deport
ment that an atomizer, a little car
bolic acid and water are the safe
guards.
“The disease Is contracted through
the throat,” said Dr. Class. “Use an
atomizer and spray the nasal passages
and throat with water containing one
per cent of carbolic acid. The disease
is not as contagious as scarlet fever.
It begins with a severe headache and
vomiting. I do not believe that the
disease will become dangerous in the
city of Chicago.”
Ship Brings 1,500 Passengers.
Halifax, N. S., April 3.—The Allan
steamer Victorian was sighted off this
harbor on her maiden voyage from
Liverpool this forenoon. Great Inter-
est has developed In connection with
the Victorian’s coming on account of
her being equipped with turbine en
gines and a government delegation
from Ottawa has come here to meet
her. The Victorian was built for the
Liverpooi-Montreal route, hut aa the 6t.
Lawrence river is still closed by ice,
the vessel on this trip will land her
freight and most of her passengers at
St. Johns. The steamer has on board
about 1,500 _ persons, nearly all of
whom are bound for the west.
Two Men Hurt In Colllson.
Gadsden. Ala., April 3.—There was
a head-on collision bet worn to electric
cars this afternoon nwy Little Wills
creek in which two men were hurt.
Motorman Charles Watson was going
to Atalla with a trailer and Motor-
man J .J. Johnson was coming to
Gadsden, !>oth cars meeting on the
main line at full speed. Doth cars
were demolished. Watson had his
heel almost cut off and otherwise In
jured. Johnson is bruised about the
body by broken glass and is thought
to be critically Injured. The blame
of the wreck is put upon the motor-
man.
Want Portuguese Bonos.
New York, April 3—In competition
with two European syndicates bank

move on record to handle the obliga
tions of the Kingdom of Portugal. An
•gent will sail for Europe today tc
take up the negotiations and make a
bid on the forthcoming $50,000,0<X
Portuguese loan. The bonds are to
run CO years, st 4 per cent, and will
refund the issue of 4% per cent bonds
that mature in a few months. The
new loan is secured by the tobacco
monopoly.
Bryan at Des Moines.
Des Moines, Iowa, April $.—”1 left

to Des Moines and mingle with my
friends,” said William Jennlno Bry
an, who arrived from Falrvlew, Neb.,
today to attend the Jefferson day ban
quet here tonight. Mr. Bryan will de-
liver the principal address at the ban
quet which will be his first special ad
dress since the St. Louis convention.

Carbondale, Ill., April 4.—A report
from Zeigler, Ill., 16 miles from here,
says there has been a fearful gas ex
plosion in .the oseph Letter coal mine.
Twenty miners were killed and If
wounded.
According to reports received here,
the entire opening of the mine at the
surface is wrecked.
Although the explosion Is attributed
to gas, suspicion exists that there
may have been another cause.
Only nonunion men are employed in
the mine since the strike for increas
ed wages some months ago, resulting
in riots and the presence of militia
and armed guards. »
The military troops were receitly
ordered withdrawn.
INDIANA BANK CLOSES DOWN.

Pay Depositors In Full.
Ladoga, Ind., April 4.—The doors of
the bank of Ladoga were closed today
and the -following notice appeared on
the doors:
“This bank is closed temporarily,
or until adjustments can be made. The
stockholders are good for ail liabili
ties. We believe every depositor will
bo paid In full, but it will take time
to realize on the assets. (Signed) A.
M. Scott, cashier.”
The Hoosier Novelty Works com-

The force of the explosion is Judg-
able by the fact that it tore a Ijole in
the ground two feet deep and 12 feet

searched a loaded revolver and some
cartridges were found I n his pockets.

the Increased pay wll be the laborers

that higher wage scales will go Into
effect In these developments after the

Writs of Habeas Corpus 8worn Out.
Cincinnati, April 3.— J. Morgan
Smith and wife, arrested and held un
der an Indictment in New York for
conspiracy with Nan Patterson, the ac
tress, who Is charged with the murder
of Caesar Young, the book maker,
were formally arraigned In police court
today. Detective McNaught, of New
York, who yesterday secured extradi
tion papers at Columbus, O., arrived
during the night and was present in
court. The writs of habeas corpus
were sowrn out yesterday are not re
turnable until Monday. Today’s ar
raignment was simply a formal matter,
the hearing being at once adjourned
until April 4 In order to await the
action of the common pleas '--nut on
the writs of habeas corpus.

bor at Culebra Is confessedly a naval
proposition, and would not be Improved
except for that purpose.

interior space and widening the en
trance the place could be provided for
ten battleships and a number of small
er boats. The improvements most
needed in the harbors of Porto Rico,
especially at Ponce and Mayaguez, are
largely those who should be undertak
en by private enterprise or by the in
sular government—wharves for load
ing freight and terminal facilities. At
the same time there is a considerable
amount of work which the general gov
ernment might well undertake. We are
ail very much pleRsed with tha island
of Porto Rico, and gratified to note
the apparent Improvement In condi
tions there.”

Embezzlers Placed In Jail.

er, and Bookkeeper Dana Walker,
charged with embezzling funds of the
Citizens’ Savings bank of Lorain, were
brought here and placed In the county
Jail early today. Later the three men
were arraigned beford Justice E. E
C. Lord. They each pleaded no:
guilty and waived a preliminary hear
Ing. The Justice fixed the surety bonds
at $6,000 in' each case.

Ne wYork, April 3.—Cerebro-splnal-
meningitis has almost attained the <ii-
mentions of an epidemic, cables the
Berlin correspondent of the American.
In many districts of Germany the mor
tality Is so large that the government &
aiif In combatting the disease has been
called for. The malady chiefly
tacks the young and there have been
few cases where the victims have been
over 30. Leading physicians declare
that the disease is contagious.

Gunshu Pass, April 4.—A renew
of fighting Is expected shortly. The
concentration of the Russian army Is
complete with its advance lines south
of the station of Siplnkhal, 74 miles
north of Tie Pass. The Japanese are
screening their movements well by
means of cavalry and it is difficult to
locate the bulk of their army.
A heavy movement seems to be In
progress ou tho Russiun flanks,
railroad station at Cliongtufu, 40 to
50 miles above Tie Pass, Is occupied
by Japanese artillery, but so fur as
ascertainable, it does not cover a very
large body of troops. A two-wheeler
curt of the Russo-Chinese bank con

during the retreat from Mukden has
been found, but the cash chest of \i

also lost, is still undiscovered.
