Campaign Now
Washington, D. C., Feb.. J4.—That
the United 8tatcs Is facing the possi
bility of a military campaign, on the
other sdo of the world Is admitted by
the authorities In whom is lodged the
dtat? Of managing the forelgtTiiRfcrk
cuts, and If need be, of protecting
them at a cost of war. The frankness
of Secretary of War, Taft, In explain
ing the recent movement of troops to
the Philliplnes and the willingness of
tho stale officials to admit the delica
cy of our relations with the Chinese
nre almost unprecedented, and can be
ncounted for only by the extreme
gravity of the situation caused by the
anti-foreign agitation In the Celestial
Empire. There Is, of course, a possi
ble alternative; a theory that Secre
taries Root and Taft have Inaugurated
a collossal bluff for the purpose of
frightening the Imperial authorities
at Pekin. If it is a bluff it will cost
considerable more money than the
“real thing” did in 1900, when troops
were sent from the Philliplnes to
assist In queuing the Boxer uprisings.
Two regiments of infantry are al
ready en route to the Philliplnes and
a third will be tent there soon. Two
batteries of field artillery have been
sent, and the various departments of
the army are working over-timeuto
get the necessary quartermaster, com
missary and medical supplies across
the Pacific. These preparations con*
earning which the wildest publicity
has been given, may serve to scare
the Pekin Government aqd the Pro
vincial Viceroys into a retreat from
the present evasive disregard of re
peated demands made by Minister
Rlckell and our Consela in China, that
the promises ol^the officials and reme
