C., Oct. 8.—Liquor would bear the heaviest burden of the $100,000,000 war revenue tax as it Is being revised bj the caucus of Senate Democrats. The caucus began work today on the finance committee’s draft of the bill. The first action of the caucus was to vote an Increase in the proposed extra tax on beer from 60 cents to 76 cents a barrel to make the total tax $1.76 a barrel, with a drawback of 6 per cent for purchase of revenue stamps in advance. Together the proposed taxes on liquors would yield an annual revenue of more than $60,000,000. Beer Tax Increased. Democrats of the finance committee had agreed to the House tax of $1. a barrel on beer, which would yield, 60 cents over the normal tax, an added revenue of $32,600,000 annually. The further addition of 26 cents a barrel by the Senate Democrats would yield another $16,000,000. With the 6 per cent discount for prompt payment fig ured, the least to be derived from beer would be approximately $46,000,000. The proposed tax of 6 cents a gal Ion on rectified spirits, treasury ex perts estimate, would yield $5,000,000. Thus the total to be derived from li quors would be more than half the anticipated treasury deficit caused by the European war. PfseuKsfons Before Vote. When the caucus convened the first amendment offered was by Senator Williams to Increase the levy on beer to $1.76 a barrel. Senator Hollis of New Hampshire moved, as a substitute that the tax be made $2 a barrel. This was voted down after prolonged de bate. Before any vote was taken, however, there was general discussion of the proposed tax of 1 cent a gallon on gasoline, the 60 cent horsepower tax on automobile sales, and the House bill will make a tax of $2 a thousand on bank capital and surplus. Numerous amendments were offered, which were discussed In detail at the night session. The caucus failed to complete its labors and recessed Just before mid night to meet again today. After considerable discussion caucus struck out the automobile sales tax which* It Is estimated would have raised about $10,000,000. After a two-hour discussion the cau- voted 20 to 17 to strike from the bill the proposed tax on gasolene. The committee had reduced the House tax from 2 cents to 1 cent a gallon. The caucus then took up the proposed tax 60 cents per horsepower on man ufacturers' sales of automobiles.
