The enumeration of the blind by
the United States census is like all
vital statistics for the nation as a
whole, unsatisfactory. Blind per
sons cannot be registered like sheepl
or bales of cotton. And the demo
eratic United States government
lacks the power of other govern
ments to compel a proper report on
«uch undemocratic matters as birth,
death, and disease. The federal cen
sus cannot at present undertake to
make a proper record of all the blind
in the country, but it ecan mark out|
certain areas for exhaustive investi
:atipn, which will afford a better
?)&S'IS for educational and legislative
action than a skimming enumeration
which attempts to deal with the
wvhole. And the sovereign states
can each take up the work. So far
Massachusetts and New York are the'
enjy states that have made anything
like a thorough census. ‘The New
York state commission has individual
records of 5,300 blind, but the leg
islature did not appropriate money
enough to finish the work. The Mas
sachusetts commission is empowered
not only to know, but to do; to pro
mote the welfare of all the blind in
the state; and the legislature gives
't $40,000 a year. |

one to preach, the Court of Appeals
| has decided. |
The case went up from the city
court of Americus, in which Henry
Woodall, a negro preacier, was con
vieted. Woodall was the pastor of a
church which decided to call another
leader. When pastor No. 2 came he’
was restrained by Wooddll and his!
friends from entering the pulpit, and
Woodall proceeded to preach. He
was arrested for disturbing divine
worship, but the higher court de
clined to sustain the verdict. ‘

Inspectors When New Gov
ernor Goes in.
~ New commissions for the eighty
oi inspectors employed by the state
were sent out by Commissioner of
Agriculture Hudson and went into
effect October Ist. Every oil inspect
ors commission expired the day be
| fore, but with the exception of a few
}minor jobs all the present inspectors
| were reappointed, including Mr. F.
| M. McNulty of Dawson.
Many of them, however, were anx
ious. For some time past Commis
sioner Hudson has been besieged not
lonly by inspectors holding jobs and
desiring to keep on the state's pay
roll, but by others who wanted to
get on.
Supporters of the incoming admin
istration, of course, were on the look
out for plums when the political plum
'tree was shaken by Mr. Hudson,
I'but if any of these supporters were
looking for fat plums now in the pos
session of others they were disap
pointed.
Those changes which were made
were of only a few minor jobs along
this line and all those in the big cities
were kept on the job. This was the
case in Atlanta, where the place is
held by Shelby Smith, who went into
office after taking a prominent part
in Fulton in Governor Smith’s cam
paign. It is said a compromse has
been effected in this case and that
after serving a year Mr. Smith will
be succeded by a Joe Brown man.

CONFERENCE AT WASHINGTON
International Tuberculosis Congress
Is Important to Humanity of
All the World.
WASHINGTON.—Very important
indeed to the world of humanity is
the International Congress on Tuber
culosis now being held at the Nation
al Museum. The meeting opened
September 21st., and will continue to
October 12th., inclusive. The first
week was given over to preliminary
wWork on the part of the delégates,
and the exposition, which is open to
the public and designed to further
‘arouse interest in the fight now Dbe
ling waged so successfully against the
white plague,
Among the exhibits are maps and
charts showing the extent and
growth of the campaign against tu
berculosis, location of dispensaries,
hospitals and associations where
treatment is given, and the methods
used. The walls are covered with
photographs and other pictures show
ing the progress of tuberculosis and
the various stages of curables. Tu
berculosis literature has been pro
vided by the ton and elaborate dis
plays of window tents, cots, beds, all
sorts of outdoor appliances, models
of buildings, sanitaria, hotels and
homes built for the purpose of treat
ing tuberculosis in all its stages.
Among the distinguished physi
cians present are. Robert Koch and
Landouzy, of Paris; Sprouck, of Ut
recht; Tendeloo, of Leyden; Philips,
of Edinburg; Coni, of Buenos Ayres:
Flugge, of Breslau; Bang, of Copen
hagen; Vargas, of Barcelona:; Mar
chiafava, of Rome; Eggerf, of Basel:
Wiladimiroff, of St. Petersburg: Kay
serling, of Berlin, and Calmette, of
Lille.
| An Epoch in the Fight.
The congress will mark an epoch
in the fight against this dread
scourge the world over. The opening
‘meeting was the most impressive
‘event of the whole. On that day the
representatives of the participating
governments presented their formal
greetings to the government of the
United States, and since there was
at least 24 countries represented
each by a commissioned spokesman
the speeches were brief. Among the
many prominent speakers were Dr.
Robert Koch and wife, Surgeon-
General Walter Wyman, who spoke
on State and Municipal Control of
Tuberculosis, and Dr. W. Reid Blair,
of the New York Zoological Society,
‘who spoke on Tuberculosis of Wild
‘Animals in Captivity. One of the
most interesing topics was the open
air treatment which is in vogue now
all over the world. In addition to
private sanitariums in this country,
New York and other cities and state
institutions have tried it and many
hospitals have root gardems for con
sumptive patients.
The congress meets triennially,
but this is the first time it has been
held in America, and great interest
is being shown in its work. If the
people can be thoroughly aroused to
the danger there is in trifling with |
this subtle foe, if they can be led to
comprehend how much valuable aid
they may easily render by present
ing a united front to this arch ene
my among fatal diseases, then the
efforts of this congress will have ac
complished a great and lasting good;
then we may hope, and not in vain, |
to see each year many sweet lives
spared to add brightness and beauty
to the world instead of being sacri
ficed to this insatiable Moloch
through our careless treatment of a
matter so serious. ,

Tried to Kill a Man.
Convicted of violating the prohibi
tion regulations in selling whisky
Emmett Clark was given a straight
out jail sentence of six months byl
Judge Crisp of the city court of
Americus.
At the expiration of his jail im
prisonment Clark must serve eight
months upon the chaingang, or pay
$3OO fine in commutation thereof.
Clark is a white man and this first
conviction has aroused general inter
est in Americus.
Nick Lamar, another white man,
received a straight jail sentence of
three months for attempting to shoot
