GOVERNOR GORCON |
And the Corvict Lessees at FPing- |
kam Camp. ; ‘
Governor Gordon having receiv- |
ed, one cay lost week, notice (»f‘
the cruel and barbarous treatment |
of four convicts at Camps Nos. 2
and 3. nerr Griffin, had the mate |
ter investicated. The report hnv-]
ing proven true the Governor im-|
mediatels proceeded to take steps |
to remove Bingham, the whip-/|
ping boss, and ordered C A Redd, |
ot Columbus to supply the placei
as agent of the State. He furth—
er ordered that these penitentiary
corepanies appear at the Executive
Office on Sept. Ist, and show cause
why their contract with the State
for the lease of convicts should not
be cancelled. |
The Solicitor General is ordered
to institute suit rgainst these peni
tentiary companies to recover dam
ages for cruelty to the convicts.
The cruel and inbumane treate
ment of conviets in Georgia, has
ong been an eyesore and the
prompt action on the part of Gov.
Gordon has met the approval of
_the whole State. Many men who
voted agninst Lim for Governor
and many newspapers that once
bitterly opposed Lim are nosw his
staunch friends and are trumpet
tongued in- their praigcs of him.
The Macon Telegraph that so bit
terly oppesed Lis election had this
to may in an editoriul of Z26th,
instant,
The prompt action ot Governor
Gordon in connection with the lat
est convict outrage, reported in
this issue of the Telegraph, stength
ens the belief that Georgia has at
Jast a chief executive who is not
afraid to deal with the ring which
has brought disgrace upon this
Btate and shamed the civilization
that surrounds it.
Governor Gordon is upen the
right line and he may rest assured
that he has behind him an overs
whelming najority, representing
the very best sentiment of the
ftate. e can m:llic hut one
mistake and that by hesitating.
The solution he is applyine to the
eonviet problem is better than can
be expected from a legislative
body. It is prompt and at once
effective, And there is something
?nliarly appropriate in finding a
ordon to cut the Gordian knot.

Should Be Looked Into.
For the last fow months our
county authorities have traded
the prisoners guilty of petty offens
ces and sentenced to the peniten—
tiary for enly a tew months, to the
Stevens Pottery (o, of Baldwin
county. When the Judge sen—
tences the prisoners for a certain
number of months their terms be—
gin from the d.y sentence is pass—
ed and if they remain in the Ters
rell eounty jail for three cr four
weeks before the pevitentinry offi
cers come for them that much of
their time Lias been served. For
it iz statcd in the sentence that
the + prisoner shall be kept in the
county prisen while he is not at
work on seme public work in this
or gnme other crunty in the State.
If 5 man has been sentenced for
six months and the offleers from
the Pottery crme for him three
weeks after the sentence has heen
passed the officer trades for him and
takes him to the works, and keeps
him six months from the time he
made the trade with the county
authorities This is not richt and
it is the duty of some one to look
into the matter. It is trne that
it the Penitentiary company pays
tor a conviet for six months they
feel that they lave a right to de
mand six months work from bhim
but they have no right to pay for
six months timeif a part of that
time has heen served heve in the
eounty jzil.
It is hard erouch on a prisoner
if he cerves his term, without ad
ding a few more weeks that is
spent here in juil,
The sentence further reads that
the priconer shall b 2 relieved af
any time Ly paying afine snd
all cost, but Mr. Stevens cloims
that after he has taken charce of a
prisoner he cannot be relieved ex
cept he be pardoned by the Gover
nor. ,He claims that a test has
been made of such a case and that
the penitentiary company goined it.
This scems abeurd, for if this 1s
the 'aw why do all of the sentences
read that the prisoner shall Le re
