In perusing the history of nations, it is not unfrequec tly to he seen, that wrong has borne in tr umph the palm of victory, swayed the scepter in every form of national union ; chal lenged the right of merit with uncivil mockiry, strained to (.fleet n disolution ofGovernment, yet vanquished in time to save such a hazardous r suit, and sup plied with the weloomo reign of peace We have looked to Democracy as the pledge of our national existence, and vori’y, we may continue to accept the doetriue as the watchword of our liber ties.
