The Herald says: “Menard, the caboed Ocngressnian fivm Louisiana, suy» ho wrote to Gov ernor Warmoth for his certifiaate over two weeks ago, and has received no an swer yet. Ho is inclined to believe that Warruoth wants to play him a triek, and by withholding his certificate lead the Uonintiteo on Elections to sup pose that tbe Governor of tho S.ate has his doubts about the legality of his election.
