Relating to Newspapers.
The Scientific American of August
sth furnishes the following in response
to certain requosts. It says: “We
have been asked to give tlio law, as it
stands, relating to newspapers and
subscribers.”
1. Subscribers who do not give ex
press notice to the contrary, are con
sidered as wishing to continue their
subscriptions.
2. If subscribers order tlio discon
tinuance of their periodicals, the pub
lishers may continue to send them un
til all arrearages are paid.
a. If subscribers neglect or refuse
to take their periodicals from the office
to which they are directed, they are
held responsible until they have settled
their bills, and ordered them discon
tinued.
4. If subscribers movo to places
without informing the publishers, and
the papors are sent to the former di
rection, they are held responsible.
5. The courts have decided that re
fusing to take periodicals from the of
fice, or removiug and leaving them
uncalled for, is prima facie evidence of
intentional fraud.
0. Any person who receives n news
paper and makes uso of it, whether
ho has ordered it or not, is held, iu
law, to boa subscriber.

CiUteens’ Meeting.
Upon a vory short notice, quite a
largo number of citizens met at tho
Court House, and organized by calling
Dr. W. W. Farnum to tho chair and
requesting W. F. Combs to act as Sec
retary.
On motion, Capt. E F. Simmons
, stated the object of the meeting to be
to tako into consideration tho impor
tance of building a hotel, urging in a
forcible manner the necessity of such i
an enterprise, and alluded to the fuct 1
that go where you may it is whispered I
there aro no hotel accommodations in I
Dawson, and suggested tho organiza-j
tion of a Joint Stock Compiany. The
Chairman agreed with Capt. Simmons,
and spoke of tho advantages of a Joint
I Stock Company. Mr. M. 11. Baldwin
thought that as the meeting had not
been sufficiently advertised, and the
citizens had not had the subject prop
erly beforo their minds, moved that a
committee of five be appointed by the
Chair to open books and solicit stock,
and to confer with parties owning lots
to see what inducements they could
offer, and report at a citizens’ meetiug
Thursday night. Motion prevailed,
and M. 11. Baldwin, E. B. Loyless, E.
F. Simmons, J. W. Eoberts, and Dr.
C. A. Cheatham were appointed on the
committee. On motion, Dr. Farnum
was added to the committee. There
being no other business, the meeting
adjourned to meet on Thursday night.
Take Notice. —Our friends who
have not been able to find us since
the fire are informed that those of our
goods left after the burning are on
exhibition and offered for sale in the
store room of J. W. Eeddick between
J. E. Loyless & W. F. Orr’s. Our
Mr. Loyless has gone to New York
after goods and in his purchases will
have an eye to suiting the wants and
tastes of all our former customers.
Loyless & Griffin.
Macon, Ga., Sept. 25, 1871.
I)eak Sir—When you get a hotel in
Dawson, let me know, as I desire to
pay the town a visit. Yours, &c.,
Maconite.
Lee & Fulton’s mushroom house
adds a great deal to the appearance of
Main street, and now if the City Fa
thers would have the hill dug down
opposite their store, it would add a
great deal more to tho appearance of
the entire street, and there would be
nothing to obstruct tho view from the
depot to the Square.
All the burned district is now
under contract for the erection of sub
stantial brick buildings from the cor
ner formerly occupied by Me Kenney
& Crouch to the lot of Mr. T J. Hart,
and he proposes to almost give that
to the building of a hotel. The brick
work of tho Loyless Block will be
completed by the first of December.
Tue longest, leanest, best-look
ing “devil” in our offico thinks that if
the Singing Convention could have
lasted a week or two longer, ho would
have fattened up a little.
We were glad to meet Mr. E. T.
Pound, tho live editor of the Barnes
ville Gazette, the other day. Mr.
Pound was on a visit to a Singing
Convention which convened with tho
Sardis church iu this county on last
Friday. We were glad to learn of the
success that attends his efforts in try
ing to make a live newspaper. Such
energy as ho has cannot go unre
warded.
The worst thing that happened at
the Singing Convention was that a ne
gro was dispatched to town in post
haste alter whiskey and rode a Good
Templar’s mule without permission.
Mr Ed. Kuttneb has returned from
New York, and offers to tho trade as

Read his advertisement, and see what
inducements he offers to the trading
public.
He has also opened a choice stock
at Brown’s Station, and secured the
services of Mr. E. J Butts to attend
thereto, and will tell tho people all
about them next week.

Fair Grounds. —We have been
watching with interest the progress of
affairs at these grounds, and notwith
standing tho rain lias prevented work
from being done for nearly two-thirds
of the time, still whenever the sun
shines, the work is pushed on vigor
ously, the fencing under tho direction
of Judge Knott and the grading un
der Col Cochran. The commit tee to
whom is entrusted the work of prepa
ration, deserve a groat deal of credit
for having things so far advanced
while laboring under such unfavora
ble circumstances, and we lope they
may meet with the encouragement
they deserve from every one.
Singing Convention. —Business pre
vented us from attending the Singing
Convention last week and we have not
boen able to gather many particulars
hi regard to tho procodings. One
thing we do know, and as one editor
said about negro revival, th 9 whole
world must have been there on Sun
day. At any rate, from early dawn
until ten o’clock, parties were passing
eu route for the enchanted place, and
the modes of transportation al
most numbered every concievable
way except in wheelbarrows and on
rails. It was a day long to be re
membered by those present, and wo
learn that the good things to eat was
beyond discription in quality and
quantity.

Tho amount of State debts is in the
neighborhood of $350,000,000. It is
thus divided into groups of States :
New England States...B 38,000,000 00
Southern Slates 182,000,000 00
Western States 36,000,000 00
Middle States 81,000,000 00
Pacific States 4,000,000 00
It will be seen that tho great
amount of debt is in the Southern
States. It has accumulated there
since the war, by the rascally and
theiving carpet-bag and negro State
Governments, with which military tyr
ary has afflicted tho people. Thus
they run up a debt in Virginia of
nearly $50,000,000, in North Carolina
$300,000,000, in Tennessee $38,0011,-
000, in Alabama $16,000,000, aud ii:
Louisianna $22,000,000. A large part
of these debts haye been literally s'o
len from the State Treasuries. — Sac,

It is the only k’nu of Machine that

and are stronger and more elastic than
any other.
It is the only Machine that can sow'

It has an improved bemmer, ma

Florence Company,
It will hem anything and make

Every part is sti< ng and durable ;
its motions are all positive, not depen
