Andrew Female College. - President McGeJteo, with his pro fessors and about sixty pupils, hon ored our town with their presence on yesterday. Thoy arrivod on the 10 o’clock train, and alter forming into column, with their President at their head, marched through the town and down to the Fair Ground. Air. Tick et Agent may have thought that he was going to gather a good deal of the needful from the party; but not so.— Our Fair managers were too liberal for that: they were met at the gate by a committee and tho Brass Band, and wore escorted to tho ccntro of tho Grounds. Wo were glad to welcome so much of bashful beauty and growing intel lect from our sistor city, and tiust the young misses feel benefitted by their visit. Os one thing thejr woitliy sac ulty can impress their minds, to-wit: That theory and practice are necessa ry to properly preparo them for future life. And that while in College they tan preparo themselves for under standing, the articles on exhibition at our County Fair will convince them that practice is necessary to perfect them in the arts pertaining to house wives- Bill for tile Flection of Gov ernor. The following is tho bill providing for a special eloctiou for Governor, in troduced by Mr. Hall, of Upson. Bo it enacted by tiio General As sembly, that a special election for Gov ernor shall be had throughout tho State on tho Tuesday in Decem ber, 1871, to fill the unexpired term for which E. B. Buliock was elected, which said election shall be held as is provided by Irwin’a revised Code, for tho regular election of Governor and members of tho Legislature. 2, Be it further enacted, that the returns of said election shall bo scaled up by tho managers and directed to the President of the Senate and Speak er of the House of I.'cpresentutives, and tho managers shall iurtwith trans mit the same to the acting Governor, who shall, without opening the same, and without delay, cause the said re turns to bo laid before tho Senate, it tho Senate bo in session when receiv ed, and if received during the recess of tho General Assembly, so soon as General Assembly convenes the same shall be laid before the Senate, and bo by that body transmitted forthwith to the House of Representatives, and such proceedings shall thereafter be had for convening the two Houses in tho Representative Chamber, opening said returns, counting and publishing tho vote, and declaring the result of said election, as is provided by art. 4, sec. Ist, par. 2d, of the Constituion. See. 3. Be it further enacted, that if no person bo found to have received a majority of the whole number of votes cast at said election, or if the election be protested, such proceedings shall be had as is provided by art. 4, sec. 1, par. 2 of the Constitution. • Sec. 4 repeals all conflicting laws. Recent reports represent that smng- is carried on openly on the Rio Grande river, principally by Mcxinns who defraud our Government out of a i large amount of money annually. Tho i Mexican Government having refused to take notice of tho matter, although attention has been called to it, tho President will lay the matter beforo j Congress at tho next session. In Louisiana, one of the doeposi : Radical gouges is tho negro school business.
