It is now pretty certain that the United States Semite, alter the 4tl of March next will be democratic. — j This being the ease, the radicals will! make strenuous efforts to secure a majority of the House in the coming congressional elections. It has been intimated for some time that a part •of their programme is to send out northern speakers to canvass some < f the close southern districts in order to rally-and cad on the negroes and scalawags in re contest. '1 ins is exactly what many democrats hope they will do. They say that such action would drive together, unite anil consolidate the democratic partw and arouse them to a pitch of enthu siasm that would insure success in worv instance. Besides, suon north ern who ipers would, doubtless, find that, while many southern negroes, ami a few scalawags would respond to their call and follow their lead, there tire many others of the former ela-s who have Lad ttieir eyes ojit.iid, and can no longer he misled bv false promises of “forty acres and .a mule.” In fact, in many of the southern dhtrieK democratic- negro orator? are in training to meet ltio=e nor ti etn rads ghou'd they corns.
