It is possible that there may be some delay in the publication of the official copy of the acts passed by the Legisla ture at the recent session. There is one aw which will go into effect on the fir it Wednesday in next month, and it is a 'aw in the enforcement of which all the people of the State are deeply interest ed. We allude to the statute that gives vitality to that portion of the new Con stitution which provides for the selec tion of Grand and Traverse Jurors. We give the features of this act, and call the attention of the officials charged with carrying it into operation to its provishms.flThe Jury Commissioners, with the Clerk of the Superior Court ail the Ordinary are to select “npright and intelligent persons to serve as ju rors,' "“shy the first Wednesday in Jan uary, -fß7*9, and from those persons thus selected to select not more than two-fifths of the “most experienced, upright* and intelligent persons serve as Grand Jurors, and to make two jury boxes, one for the Grand Ju r >ry and one for the traverse jurors— with apar m nts marked No. 1 aud No. 2, and then .to draw a urand Jury; and traverse jury for each weok of Court, whether jurors have been drawn by the presiding judge at the regular term or i ot' T 1 eme 'ting must be on the first Wednesday in January, 1879, which is the first day of January next “Up right and intelligent persons” must be selected for jurors. A number not more than two fifths of the most “ex- perienced, upright and inteligent” per sons shall be selected from the whole snmW. and their names iput in the Grand Jury box. The remaning names ef “upright and intelligent persons’’ se lected shall be placed in the traverse jurors. The Jury Commissioners, with the < dork of the Superior Court and Ordinary shall draw Grand and trav erse jurors—thirty names out of the Grand Ji ry box for a Grand Jury, and thirty-six names out of the traverse ju ry box, for traverse juries, for each week of the term—whether the Judge of the Superior Court has drawn juries or not.’&lt will be seen that the new law makes changes which mttst be fol lowed, or there will be danger of the Courts not being able to -hola their B'ssions for lack of legal juries.— Chronicle and Sentinel. Carte rsville Frco Press: On last Monday afternoon Captain William H. Stiles, a popular and prominent citizen of our county, was most, frightfully gor clby an infuriated bull. He was walk i ig through his yard in the direction of some laborers in a field near by when he encountered the bull in his pathway, and lightly struck him over the head with a stick to drive him out of the way, and passed on. This ins'antly put the bull in a fearful rage, and he fl"w at the captain, who, taken by sur prise, was, of course, felled to the ground. A f running back a few steps the bull made the second plunge, and one of his horns entered Captain Stile’s thigh, and he was thrown into the air trie or six feet. As soon as the cap t.-iin struck the ground the bull made the t* attack, butting him in the breast. At that moment the farm bands came to the rescue, and succeed •l in driving the brute off. Captain M-ile’s wounds are very ugly, and he sis been suffering intense agonies About eleven o’clock Tuesday night hi* pains were eased a great deal. The wmnd in the thigh is the most serious. Toe horn entered the inside of thc left thigh, and tore a frightful gash some oven or eight inches, laying bare the bra* and femoral artery. A piece of flesh from this wound, of considerable sire, was found on the ground. He also austaipod, internal injuries. As we go to press we hear he is restin very quietly, apd is receiving the best audjicost scientific treatment from Dr. F W Memmler, who very fortunately happened in the ground a few minutes after the occurrence. At 10J o’clock this morning we learn that Captair Stile* grew worse last night,"and he is now lying in au extremely critical con dition,' We humbly aud fervently pray that he may pass safely through the crisis, dust as we go to press a messenger has arrived in town for Capt. Stile’s coffin, and tolling church bolls sir* announcing hi* death, he having breathed his last at 11:30 o'clock this a m. Thu* expires a noble, brave and true min, aud our county is in the deepest grief. Our heart is too full to write more. It is related of Judge Walter T. Colquitt,' l'ni ed States Senator, law rer and preacher, that he once condemn ed a man to be hanged, preached a ser mon,"rev iewed the militia, married two eonple* at night, and then conducted an animated prsytr meeting—all in one <IAV . Mr. 11111 and the Investigation. Augusta Chronicle. According to the Washington cor respondent of the Baltimore Gazette, Senater Hill is “greatly disturbed” hi the report of the Colquitt investigating oommiltee, and adds that “with a view of vindicating the integrity of his state, Mr. Hill will now take the matter in hand, and will, at an early day, address a letter to a member of the Georgia leg islature, in which he will show the ne cessity for such action as will result in •’ e discharge of the dishoncs cler Jr Hill claims that his atti ude in *' olquitl investigation has been niism lerstood. Hayes* pastor of the Methodist church at this place for this year, has been appointed to Dawson and Smithville. We commend him to Brother Hoyle, of the Dawson Journal, as one of the cleverest and best of fel 'ows, and we want him to see to it that Brother Hayes be wel provided for in every particular. We will mi 9 his • e nial presence and familiar laugh at the Reporter office greatly, and if there be no other, we for one can say that we part with him with’deep regrets. May the brightest rays of peace surround him and his, and may the presence of Him who is nearer and dearer than a brother attend him. —Qaitman Repor ter. We have long been acquainted with ‘he Rev. Mr. Hays, Bro. Perliam, and shall take great pleasure in welcoming him to our town ; and, also, toour sanc tum, should he honor us with a call. At a show in Paris, where the won derful “Performing Pleas” were exhib ited, one of the creatures, which a#ted as coachman to the great flea-coach, managed to hop off his box, and selectr ed a rather stout lady, standing near, as his firs* resting- i ;. r . • of the show, who had spent much time and patience upon the education of this his favorite insect, was in despair, and the lady was asked if she would mind making a search for the ; missing pet. She accordingly retired to ’a private room, and in a few minutes returned triumphant, carefull|'T , g the cap tive in the most- style. She handed him to the snowman, who start ed and changed color, and returning the flea to the lady, remarked “Je vous remercie, Madame, mais cello la est a vous, pasainoi!” Thank you, mad sine, but that's not mine. Special dispatch to the Constitution. Gainesville, Ga., December *2l. Full particulars of the burning of the buildings of the North-Gcorgia agricu t ural college have just reached here.— The fire was discovered yesterday morn ing about one o'clock. It originated in 'he side of the building and had pro gressed considerably when first seen.— All that was possible was promptly done to save the building, hut all in va'n. The fire raged for hours and only ceased when the bare walls stood alone in blackened ruin. Abut seventy-five rifles, used by the students in their nilitary exercises, were destroyed.— The building was insured last year for $20,000, hut it is not certain the policy is yet in forco. It was a very large and valuable edifice, having beeu built for a mint. About three hundred stu dents have been in attendance this teem. Colonel 1> W. Lewis and fami ly lost all their effects. The burning of the college is a heavy blow to north east G eorgia, and has caused dcre re gret throughout this section. Colonel Lewis states that exercises will be re sumed just as soon as arrangements can be made. Represontativesjof forty dealers and nanufacturers of fertilizers, principal'.* from Georgia, North and South Caro lina, Maryland, Virginia and Delaware, met in Augusta Wednesday. Col. 11. R. Bridgers, President of the Atlantic Coast Line, and President of the Na /assa Guano Works, was elected Chair man, and Mr. Chas. Doolittle, of J G Mathewson, & Cos., Secretary. Tin following by G W Grafton, of Balti more, was adopted: “Resolved, thatjthis convention re commended that the minimum price ot standard amraoniated guano be 500 pounds m'ddling cotton, in merchant able bales the guano to be delivered f. o. b. coast, and cotton received at the nearest depot to the consumer; and that we exert ourselves to accomplish this end in the cotton States.” Gov. Hampton who has been in a very precarious condition, for the past few weeks, from the amputation of one of his legs, occasioned by a fall from i: mule, is said to be improving. It is earnestly hoped that he may be able to take his seat in the Senate at the meeting of the next Congress: if so, he will be a very bright star in the already brilliant galaxy of southern Senators. The Georgia Convicts. Considerable excitement has been created by the report of the committee appointed by the Legislature to look into the condition of the convicts in the several camps of the state. The com mittee reported that the convicts, in several of the camps were badly treat ed, insufficiently guarded, and that a frightful mortality prevailed among them; and also that the number of escapes was much larger than it ought to be. Some of the leseess deny the al legations of the committee as to bad treatment etc., and attribute the unus ual number of deaths to causes beyond their control. We presume, at the next session, tbc matter will be furth er investigated. The talk at the hotels in Washington is one t f disgust—that they expected so much of Blaine and got so little. The Republicans take it hard that he should have raised expectation so high and then only read a thirty minutes’speech, while the Democrats seem disgusted that they have been expecting an attack with heavy artillery and been only fired upon with pocket pistols of small bore —Richmond Dispatch Corres pondent. In the case of young Mitchell, in At lanta, charged with killing young Law she with a base ball bat last summer, the jury, Thursday night, brought in a verdict of not guilty. Great joy and emotion were witnessed in the court room when the verdict was rendered. The Montezuma Weekly announces the arrival at that point of Colonel Robinson and his party who, under the direction of the Government, will com mence a survey of the Flint as high up as Albany. Judge J. M. Clark, of Atlanta, is dead, aged 80 years. In 1857 and 1858 be represented Stewart county in the Legislature. He was also a Judge of the Superior court. GEOKIaM, Terrell Comity. J V.
