Ln a relrospeetion of the past six months,
notwithstanding the long and severe
drought which has prevailed nil over the.j H"i A Frown

the farmer, we find much for which to he

est and best citizens have been called up
higher, yet our county lias enjoyed an

PUBLIC HOADS AND BRIDGES.
The. roads generally are in good con
dition and well woiked except, that part
of the Hall's Ferry road from the crossing
..f tiie, ltiver road to the Oconee river,
which we find in very bad order and in
some places through the swamp of Ocon-
almost impassable. Wo recommend
that the road bed of the Montgomery
oad from 11. A. Renfroc’s to Peacock’s
cross roads bo widened. Wo recoin
mend the building of a bridge across
Lamar’s creek on the road leading from

PUBLIC BUILDINGS.
An examination of the jail shows prop
er care and attention, prisoncrssuUiricnt-
jy fed and the rooms lined and white
washed. Homo repairs are needed to
two warped doors to the cells and also it
kind of of pantry or smoke house in the
jail yard. For sanitary reasons (lie cells
occupied by prisoners should be cleaned
till early every morning so as to preserve

ings together visited the Home of the
Poor. Wo are grateful to state that, \v<

condition, everything that denotes can

' 1881 will be six and a half to
seven million bales, when in fact
there is not the least probability
of its reaching five millions. In
. deed, it is not possible. My esti
va mate i6 4.000,000 or less for 1881.
1 have beeon handling cotton
forty-four years, and never before
witnessed such a gloomy prospect
l’or cotton and all other crops. It
is general; not in spots, but uni
versal, save about 10 per cent,
moderate crops. The reports you
receive are not exaggerated. The
streams are drying up, forest trees
dying, and cotton in precisely the
same condition that an apple
tree’s fruit would he if cut down
in the half grown state ot the fruit.
The growth stopped August 1;
bolls dried up at half growth, hot
sun and air opening" them; short
lint and very little of it is the case.
When rains have fallen the army
worm has literally stripped the

There are also three double pen log
hniibos with clay chimneys and two single
pen log houses, alsojwith clay chimneys,
two gardens well fenced with palings,
furnishing ample vegetables in season.
The orchard need looking nftor for
another year. Wo also find on the prem
ises a splendid well of water, the
buildings have all boon whitewashed;
on the whole wo can consistently state
that the establishment of the Homo for
the Poor has not only supplied a long
felt want, a groat saving of money, a
lusting beneilt to all dersorvingpoor who
rely upon the County’s bounty, but
will stand in time to come as a monument

to llio charity and benevolence of Wash
iugton Go. The County is mainly
in dob tod to Mr. Orr Hup't. and Jud<
Newman Ordinary for the comfort, good
order and good muuagcuicnt which pre
vail there.

ANIMATION OF BOOKS,
To the Grand Jury of Washington
County for the first week of the Fall
Term of the Superior Court, Sept. 1881.
Gentlemen : The committee appoin
ted by the Grand Jury at the last Term
of the Superior Court having performed
i lie duties assigned them, present to you
the following report.
THE ORDINAIIYS’ OFFICE.
An examination of tin’s department ex
hibited the gratifying fact that the work
in this office was complete to date, every
paper was properly recorded and in its
proper place, order reigns supreme, nnd
beauty of the system inaugurated
by the present incumbent, Judge Ne.w-
inap, is to he seen on everything apper
taining to the office and is fully nppre-
inted by all doing business with this
able nnd efficient officer. Never be
fore in the history of our county have its
words been finished up as they are to*
lay, and in getting them in this condi
tion Mr. Newman was compelled to do
him,self, a largo amount of extra work
ind to have some done by others. This
work was large in the aggregate nud
was mostly as follows;
Papers tiled in office prior to Jan. 7,
1881. 17 appraisements, 81 sales, 2 di
visions, 1 application for widow’s sup
port, J!) returns, 418 vouchers, 163 vouch -
rs the returns of which hud been recor
ded, 0 returns and 50 vouchers which
had been left incomplete and wore finish
ed by Judge Newman, for this labor
we recommend that lie be paid the sum
of seventy five dollars. The work is all
well done and reflects credit upon this
ifliccr.

In our investigation of this de
partment of our County affairs, we
have been greatly aided by tlio com
mittee of throe gontlomun, (Doctor
Hollilield, G. D. Wnrthcn ami T.
15. Brown,) appointed by tho Iasi
Grand Jury. TliiB committee lias
reported to us tlio result of its iuvci-
tigutiou, and wo have seen pr -per
to adopt ami approve this report
( except for appropriations named
therein) and herewith append the
same us a portion of theso general
presentments and we recommend
that those gentlemen continue to im
port on tho oounty finances, at the
next term of Court.
Several applications have been
made to us in behalf of the paupers
of the county, but as amplo provis
ions have been made for tboin at the
Homo of the Poor, which has been
Established and is under tho direct
control of our Ordinary, wo respect
fully refer applications of this kind
to that official,
Wo recommend for appointment as
follows.

We lurther recommend that Ju

day they serve.
As there has been some suggestion
made to us in referencejto chungingthe
Limo of holding our Superior Court,
we after due deliberation and consul
tation, recommend'that no change b j
made from the present timo (i c 1st
Mondays in March and September,)
unless by a convention of tho people
of this county called for that purpose
Wo are forced to condemn tho prac
tice of parties who bring bills before
tho Grand Jury with little or no ev
idence to sustain them and ill many
instances plainly to gratify spite or
hate.
We commend to the people

our thanks for his kindness to this
body. Our thanks are also due to
Sol. Gen’l. It. L. Gamble for valuable
assistance and advice.

ty-one dollars as compensation for this
extra service. An examination of ill
Jury scrip shows that at the March
Term ho issued Jury scrip for 013 days,
scrip for Bailiffs for 54 days, other scrip
for 9 days, making a total of 076 days,
which at $2,00 a day makes $1,352,00,
lie received nnd paid over to the Treas
urer for Jury lees aud awards $20,00.
