been spared, and in this connection we
feel it our duty to pay a tribute of ro-
apvct to tho memory of two of our fellow
citizens who were drawn at the last
tarn of the Court as members of tliii
grand inqust, since which time tlmy
nave been summoned to ote.rnal rest.-
They were, prominent men in our conn
ty, beloved by all who knew them,lion
urul.de in their actions, intelligent, moral
and upright, tlmy had been honored with
positions of honor nnd of trust. Tlieii
seats in this good body are vacant, and
we will see them no more forever. lion.
Elisha M, Jordan and Hon. Hen
ry Taylor have gone from among us,
mid tliu people of our county will ever
regret their death and honor their mem
ory, May they rest in pence. On our
minutes we leave a blank page,on which
to inscribe their names and nge.
We deeply deplore the attempted ns
snssinntion of the Hon. James A. Gar
field, 1* resident of the United States, and
feel that we express the wish of our en
tire people when wo say that, it is our
sincere desire that ho may soon bo
stored to health.
We fully endorse the acts and doings
of the Grand Jury which proceeded us
except in this that wo recommend the
payment of tho Ordinary and the Olcrk
tho sums recommended in the. report of
Committee on Finance ns published in
the General Presentments of last week’s
Grand Jury.
The violation of the Sabbath by par
ties working upon that day, is in our
opinion, a wrong which should be right
ed. W e refer to the burningof lime and
the hauling of wood upon Sunday to lire
the kihi. tf there is, as we are inform
ed,nolnwto punish it, there ought to
bo, and wo would recommend the pas
sage of a law by our Legislature, which
will cover the ground and bring to pun
ishment violators of God’s Sacred Law,
which admonishes us to remember the
Sabbath day and keep it holy.
The propriety of having a map of the.
county made, showing the lines of the
several districts and the public roads and
water courses, was considered favorably
by this body and referred to tlioOrdina
ry, who will wo hope soon have the
work done, believing as we do, that it
essential to the locating of tho district
lines, and a necessity that has been long
felt by many both in and out of our
county. It can be accomplished in a
very complete and satisfactory manner
at a very small cost, and we urge its he-
ing done at as early a day as practica
ble.
As vacancies exist in the 100th dis
trict and 130th district in the office of
Notary Public, we recommend the ap
pointment of A. F. Trawick to that po
sition in the 100th district, G. M., and
Win. E. Jordan to the position vacant
in the litOtli district G. M.
The Pauper Home was visited by
us and fouild in excellent condition
and tbe poor well eared for. Some
are there however who are able to ns-
bist about the house and
grounds, and wo recommend
that such labor as they are able to
perform be required of them. Ap
plications have been made to us for
allowances to some paupers who are
wot inmates of tho Home. This
whole matter we refer to the Bound
discretion of the Ordinary,
The Grand Jury of last week rec
ommended a bridge over Lamar’s
Creek. We endorse the reoommen
dution, as the crossing is very dan
gerous in time of high water, and is
used by many of our citizens whose
convenience it is our duty to oonsid-
ty treasury
for the use of tho county in addition to
the present restrictions on tho statute
books regarding the granting of licenses
in this county; and except as Is other
wise provided for in this net, shall bo
submitted to a decision of the qualified
voters of said county on the following
conditions and regulations.

of tho articles mentioned in the fifth
section of this act without the restrictions

printed on their ballots “For ^
Six. IV. Be it. further enacted, I hat
tho managers of said election shall keep,
or cause to ho kept duplicate lists of vo
ters, and tally sheets, and it shall ho tho
duty of said managers to sign and certi
fy to and deliver tho same to the Ordi
nary of said county on the day of the
election, or as soon thereafter the next
day as practicable, when said Ordinary
shall carefully correct, and consolidate
said returns which if “Against Whisky”
said Ordinary shall certify to the result
in the public Gazettes of said county,
and name a day in said proclamation
distant not more than ten davs after
which the provisions of this act snail take
effect.
Sec. V. Bo it enacted by the author
ity aforesaid, That when proclama
tion is made as provided for in tho
precoding section, it shall not he law
ful after the day named in said pro
clamation for any person or persons
to sell, barter, veud or to dispose of
or give away at their placo of busi
ness, or other public placo by any de
vice whatever, for vatuaablo consid
eration or otherwise, any spirituous,
malt, viuous, or intoxicating liquors,
or drinks, or any medicated bitters of
any kind, or any liquors of which
spirituous liquors is a material or
constituent part, otherwise than is
provided for in this act.
Sec. VI. Bo it further unacted, That
spiritons liquors or liquids of which
spirituous liquors are a material or
constituent part, may bo kept ami
sold as by this act provided and in no
other way or manner except for med
ical, chemical aud manufacturing
purposes, nnd for these purposes on-
iy by such druggist, apothecary, or
physician, who shall hnvo obtained
a license in pursuance of the provis
ions of this act, for which liconse he
shall pay tho sum of five dollars for
costs of procuring the same, which
shall alow him only to sell for such
purpose, and any druggist, apothe
cary or physician who shall have ob
tained such lioens, shall not keep at
any time a greater quantity of such
spirits on hand than fifty gallons, aud
shall not sell to any person a greater
quantity at any one time than one
gallon.
Sec. VII Beit further enacted, That
the Ordinary may npon application
to him as herein provided by a drug
gist, apothecary or physcian, grant a
license to last for one year and no
longer, to sell such spirituous liquors
as are mentioned in this act, only for
medical, chemical and manufactur
ing purposes and in the way and
manner in this act directed and in
uo otlior, but before granting any
such license he shall ascertain ami
find by oath aud examination of two
or more sober and respectable eiti-

Sec. XI. lie it further enacted, Tlmt

as to repeal any provision in any law-

thirds of the freeholders to obtain a li
cense for selling intoxicating liquorss in
Washington County not inconsistent
wiili tho provisions of this act. Neither
shall any thing bo. so construed ns to ex
empt any of the cities and towns of said
comity from any one or more of the pro
visions of this act.
Sec. XI1. lie it further enacted, ’That
nothing in this act shall bo so construed
as to prohibit tho manufacturing of do
mestic wines and cider or the purchase
and sale of wines for sner uncntnl pur
poses, mir to prohibit the sale of domes
tic cider nor to prohibit any one from
selling any of the articles mentioned in
this act, even if a majority at said elec
tion shall vote “against Whisky” provi
ded they pay into the county treasury
twenty thousand dollars and receive a
license therefore in addition to the pres
ent restrictions on tho statuto books re
quiring the granting of license in said
county.
Sec, XIII. Bo it further enacted, That
auy person violating any one or more
of the provisions of this aqt, shall bo
guilty of a misdemeanor, and on con
viction thereof shall bo punished
as is prescribed in section 4310 Code of
1873.
Sec XIV. Bo it further enacted, 7'fiat
all laws aud parts of laws iu conflict
with this act bo aud the same are hereby
repealed.
