in the opinion of A. M. Smith,
postmaster at Brunswick, Ga..
where the government has estab-
lished the only postal savings bank
that is in operation in Georgia,
such banks, with a sufficient de¬
posit limit, will prevent a serious
panic from ever again occurring in
the United .States, He believes
that the only fault with postal sav¬
ings banks is that the deposit limit
i- too low.
In order to find out just how
practicable postal savings banks
are, the government has cs-
tablished one in each state. Bruns-
wick was selected as the place in
Georgia with which to test the
postal hanks.

He says:
“I think that the system devised
j s as nearly perfect as could be
devised u rider conditions existing
' n America, except that I believe
that the commercial banking inter¬
ests will see, in a comparatively
short time, their error in opposing
a higher limit for the total amount
that can be deposited by one per-
son, and the limit of $100 deposits
in any one month to one account,
and will ask for a change in this
respect. In cu-e of financial panic
recurring in this country the great®
est protection a bank could h ve
in case of a ‘run’ would be the op-
ortunity of the depositors with¬
drawing money to redeposit same
at once in the Postal Savings banks
which would mean that the greater
part of the amounts withdrawn
would be back in the bank again
during the same busines day rede-
posited by the government; instead
of the depositor being obliged to
bury or hide the greater part, as
would be the ease when he could
not deposit more than $100 in one
month, as is the case under exist¬
ing law. This one provision leaves
a way in which money will be tak¬
en entirely out of circulation dur-
ing panics.
“With the deposit limit raised,
1 do not believe we would ever
have a serious panic this country,
even though the faults of our non
expansive currency system were
not entirely corrected.
“With many of our people the
use of postal savings banks will be
a matter of education, since the
native born knows little or nothing
of the banks as handled in Europe
and I believe there will be a won¬
derful growth in the business han¬
dled as the people become acquain¬
ted with it.

age of the bill establishing the sys¬
tem, and to his assistants, for the
intensely modern and practicil
system devised, which is, as I un¬
derstand it, as safe in every way,
