hours after its doors were open
for the current fall session, the
Third District Agricultural col¬
lege, at Americus, has entered
upon the greatest and most suc¬
cessful year in its career; a fact
alike gratifying to Superinten¬
dent John M. Collum, the faculty
and the board of trustees.
“There is not room in either
dormitory for another pupil, and
we are compelled to turn back all
latecomers,” said Superinten¬
dent Collum yesterday in discuss¬
ing his splendid school.
But this condition shall not long
exist, for the erection of the sec¬
ond dormintory is now assured
and this much needed building
will be completed ere another
term begins, thus affording ac¬
commodations to at least two or
three score additional girl stu¬
dents.

Cotton Warehouses
Considering the importance of
the subject to the farmer, the
cotton trade and the South gen¬
erally, The Constitution else¬
where publishes in full the reso¬
lution introduced by Charles J.
Haden, of Atlanta, in the recent
Southern Cotton Growers’ Con¬
gress, at Montgomery, and pass¬
ed unanimously, looking to a
state-regulated cotton ware-
house throughout the cotton belt.
As will be seen by studying the
resolutions, the materializing of
the project would entail no ex¬
pense upon the state.. Proceed¬
ing upon the plan already in op¬
eration in Louisiana, private cor¬
poration would erect warehouses
bf uniform standard and ampli¬
tude to'house the south’s cotton
—but these warehouses would be
chartered by the state, and be
under state supervision and in¬
spection.
The staple stored in them would,
of course, be properly bonded.
So that a certificate issued by
any warehouse would bear the
imprimatur of the state. With
the confidence inspired by that
high authority it would be ac¬
cepted as collateral for loans in
any money market without hesi¬
tation and quibble.
It is in evidence that, sooner
or later, some plan similar to this
one, must be affected, if the an¬
nual uncertainty regarding a fair
price for cotton is to be dissipa¬
ted. Mr. Haden’s plan—which
is, in substance, the Louisiana
plan—offers a solution appealing
to the business man, the farmer
and the economist. — Atlanta Con¬

in cotton prices has already affected demand,
and the outlook is not so good for an advance in
