This commutation is r- jmmended by the prosecutor: that his
was only technical, ua :nat he did not know the character of
the parties to whom his house as rented: that he had always borne
the character of a law-abiding citizen. That he has a wife and three
small children to support. That he has never before been before the
Court charged with any crime, and the said commutation is asked for
by a large number of the best peole from that section who are his

The purpose of the law in imposing punishment is in part to pre¬
vent a repetition of the offense. A great manv citizens known to me

fine. These include the Mayor of the City, Ordinary, Tax Collector,
Treasurer, Chief of Police and the Ministers of the Gospel and these

mendation 'of the Prison Commission commuting the sentence remit¬

Therefore, in view of the foregoing facts and the recommendation
of the Prison Commission, it is
ORDERED:-That the sentence of G. B. A. Kinard be commut-
to the payment of $500.00 to include costs and that upc n the payment
of said fine, it is directed that he he discharged from custody forthwith.

THE FAKE STOCK SWINDLE.
Commissioner Rudolph proposes far the District of Columbia a
law similar to that of Kansas requiring reports from concerns that
offer stocks for sale, with power to bar those that will evidently prove
profitable to nobody except the promoter. O her states undoubtedly
will follow Kansas’ lead—there being no valid reasons why any state
which pretends to proteot its citizens against theft in other form
should countenance by inaction this biggest and crudest of modern
swindies. A pickpocket, perforce, leaves his victim’s clothes, and s.
burglar leaves the most useful articles of furniture. No such physical
limitations are imposed upon the pedler of fake stock, and in many
cases he makes a clean sweep. Any state is able to discourage the
selling of wildcat securities within its own borders.
The interstate traffic in worthless engravings is conducted largelv
by means of advertisements, and it will probably be found possible to
discourage this by putting the responsibility whore it belongs—that is,
upon the publication that circulates the advertisement. No public A"
tion can perform the office of tout for a wildcat stock by carrying it
advert.isement and escape the moral responsibility. It should no longer
be possible for such publications to escape legal responsibility.—
