Health Conditions
Atlanta, Ga.,, April 13.—The
legislature of Georgia and other
la\'\tv“tnaking bodies of the south
ern states will be asked to levy
a tax® for the support of the
state health departments that is
equal in amount to the taxes col
lected by the states from life
insurance eompanies.
The Southern States Life In
surance Company, through its
publication, *“‘The Keystone,”
has inaugurated 2 movement for
better health conditions in the
south, and in this coanection has
suggested a plan that has been
widely endorsed.
“As the taxes from life com
panies are only a small part of
the receipts from insurance as a
whole, each state could easlly
afford to divert these furds to
the work of health authorities,”
declares ‘‘The Keystone.” “Es
pecially is this so when it is con-|
sidered how laregly this course]
would tend to increase the pro
duction of the people and even
tually to create more wealth up
on which to receive more taxesf
through the ordinary channels.””

of $215,323 per state.
In the same time the states ap
propriated to the support of theif
health departments $3,326,020;
or an average of $70,766 per
state. It is pointed out that if
all this life tax fund could be
‘put out for health advancement,
it would give a fund in most
ways adequate to the service.
Dr. H. F. Harris, state health
officer of Georgia, says that if
the state would provide a fund
of $25,000 a year, for typhoid
serum this malady would be
climinated from Georgia in three
years.
Governcr Nat E. Harris has
commended the movement of the
Southern States Life for better
health conditions. He says that
while Georgia has dcne very
well indeed in this line, there, is
a vast opportunity for scientific
extensirn in the matter of health
and sanitation.

It shall be unlawful for any per
son under the age of sixteen years of
age to be found loitering upon the
streets or alleys of said city between
the hours of 8:30 o’clock p. m., and
5 o'clock a. m., unless accompanied
by their parent or guardian, or un
less when traveling upon some errand
for such parent of guardian in which
latter event said minor shall have
with him or her a written permit from
such parent or guardian stating where
the minor ig going or where it has
been. In no event shall said minor
be allowed to loiter upon the streets
of the city during the hours named.
