Before voming to El Paso Gen
eral Obregon told several news
paper men he intended to make a
counter proposal to Gen. Scott.
His proposal, he said, was that
Mexicans and Americans should
unite in policing the border, as
any Mexicans to be placed on
fie American side as Americans
on the Mexican side.

Washington, May 9.—The Nat
ional Guardsmen of three states,
Arizona, New Mexico and Texas,
was called out by President Wil
son today to aid in protecting the
border against Mexican raiders.
In addition, practically all re
maining mobile troops of the reg
ular army were ordered to join
the border forces.
By these troops approximately
8,000 additional troops were plac
ed under Major General Funston.
Behind the orders is the plain
mtimation by administration offi
cials that the whole strength of
Phe national guard will be simi
larly employed if necessary.
The orders were issued after a
brief conference with the Presi
dent by Secretary Baker over a
joint report from General Scott
and Funston at El Paso. The two
officers, stated that_ the. Glenn

KAISER ASKS POPE TO
ARRANGE FOR ARMISTICE

edict XV has again been ap
proached by the Kaiser with ref
ence to peace, according to the
German Humanity League.

: SEIZED AT WAYCROSS
Waycross, Ga., May B—Two
carloads of whisky valued at $14,-
000 are in the custody of authors
ities of Coffee county today as a
result of an investigation made by
Sheriff Dave Ricketson. He took
charge of the whisky at Leilaton,
the carg being on the Ocilla, Pine
Bloom and Valdosta road.
Originally the whisky wag con
signed to a Fitzgerald man, but
according to officers the shipment
was rebilled when it became
known that Ben Hill authorities
would seize it. Several arrests
are expected.

railroads were voted here today,

The Vessel Sank Early Tuesday
Morning
Washington, may 9—ln re
porting the torpedoing of the
White Star liner Cymric to the
state department today, American
consul Frost, at Queenstown,
said the pessel sank at 3 o’clock
this morning. Five of her crew
of 107 were killed by the explo
ston, the consul reported. ~Frost
said the vessel was believed to be
in admiralty service.

- The Cymric was torpedoed at
4 p. m,, w}', 138 miles west
of Fastiner according to Consul
Frost. He said it appeared that
the attack was made without
warning. The survivors, he re
vorted, will land about noon to
day at Banty.
Three messages regarding the
Cymric comeg from Consul Frost
through the state department:
The first, dated yesterday, was
as follows:
“Cymric torpedoed 4 p. m. to
day 138 miles west of Fastnet. Do
not think sunk. Will supply de
tails as they arrive.”
The second:
“Cymric cleared New York on
April 29 without passegners. Sup
posed mixed cargo with horses.
On admiralty service. Torpedo
hit engine room, killing 5 out of
crew of 107. Absence of warning
Linferable. Ship still afloat. but
provisionally abandoned. Survi
vors will nrobably land at Bantry
on May 9.”
The latest dispatch from Con
sul Frost reaching the state de
partment at 8 o'clock this morn
ing. dated today, read:
“Cymric sank at 3 a. m. today.
Crew arriving Bantry about noon,
| May 9.”
