ALLIES TO REJECT
"~ OFFERS OF PEACE
~London, Dec. 19—Premier Lloyd
. George said in the house of commons
‘today that it was felt that they should
‘know hefore enteriiz negotiations
that Germany was prepared to ac
cede to the only terms whereon it was
possible for peace to be obtained, and
maintained in Europe, The premier
said that without reparation, peace
would be impossible.
The speech of Chancellor von Beth
mann-Hollweg before the German
,Teichstag was characeterized ag con
stituting in substance a denial of the
only terms upon which was possible.
House is Crowded
When the house ussembled every
seat on the floor and in the galleries
was filled. The diplomatic represen
tatives of Great Dritain’s allies occu
pied scats in the gallery for disting
flished sirangers. Maay members of
e U Louse, who took o promi
nent part in bringing about the recent
change of government, also were pres
‘ent.
When the premier entered the house
just before 4 o’clock he was cheered
enthusiastically fro all quarters. For
mer Premier Asquith, who entered
a_monient later, also was cheered vo
ciferously by the liberals. \
Would be Putting Head in Noose
Mr. Lloyd George %aid there were
no proposals for peace. To enter into
proposals of which they had no know
ledge, was to put their heads into a
- moose with the rope end in the hands
of Germany,
%Much as they longed for it, the
firemicr add™ 4, the central- powers’
note and the speech preceding it af
forded small encouragement and hope
for an honorable and lasting peace.
~ Russia and France Not for Peace
l London, Dec. 19—The Russian
council of the empire today ‘adopted
an order of the day identical with that
passed by the duma, declaring the
council unanimously in favor of refus
ing to enter under present conditions
into any peace negotiations with Ger-

o'clock this morning, had made up in
the wards, pulled out on the main
line leading to the station, and was
%waitin;: to come back in. Train No.
3, due in Atlanta at 6 o'clock, and run:
ning 45 minutes late, was coming
through the yards at a slow rate of
speed, on the same track on which

VOL. XXI, NO. 153
Berlin, Dec. 19—The Russo-Rou
anian retreat in Dobrudja continues,
the War Office stated today in an of
ficial announcement o Roumanian
operations. J ‘
The War Office reported the cap
ture of more than 1,000 additional
prisoners in the Roumanian theater of
war. Many more ehicles, many of
them laden with provisions and other
supplies, also have been taken by the
German allies.
The Russians are kecpinz up their
oftensive alongethe eastern frontier of
Transylvania. Their latest attacks
have been repulsed.
The German armies in Roumania
Fave pushed forward until they are
less than 27 miles from the Russian
province of Bessarabia. In northeast
ern Roumania the Austro-German for
cos are pressing against tue Ressian
troops hoiding the hioe in the Rimnik
secter. Along the Danube and in
Dobrudja the Bulearian, German and
Turkishh troops are driving against
the Russian lines around Braila and
Babadagh,
If, as some military critics believe,
the German allieg hope to invade Rus
sia and push on to Ocessa, this inva
sion must be made by the way of
Bessarabia. It is likely that the Rou
anian army will he set to the task of
defending the Bessarabian horder.
It is now heing le-organized and part
of it already in Bessarabia, where the
units are being reconstructed by Rus
sian officers.
