London, Jan. 11.—It has been
llcarned by the, Associated Press
that the cntente reply to Presi
dent Wilson makes specific desig
nation of its terms of peace,
which includes the restoration of
Belgium, of Serbia, and of Mon
tenegro and complete reparation
for the damage thev sustained,
and the evacuation of the invad
cd territories of France, Russia
and’ Rumania, with such repara
tion as is considered just.
The terms also require the lib
eration of Italians, Slavs, Ruma
nians, and Czech slaves from for
cign domination.
While Russia’s claim to Con
stantinople is not specifically al
tuded to, the Turkish clause is
considered indirectly to mean the
replacement of Turkey by Russia
at the Dardanelles. The assur
ance of Emperor Nicholas.of Rus
sia concerning Poland are also
cndorsed. The retirement of the
Turkish empire from Europe is
also required. The terms also
provide for the reorganization of
Furope, guaranteed by a stable
regime and founded upon the re
spected nationalities and the full
liberty and security of all great
and small nattons.
While Alsace and Lorraine and
the Ttadian Tyrol are not specifi
cally namad, yet the terms require
the restitution of territories pre
viously severed from allied na
tions by force or contrary to the
wishes of their populations. This
is, considered clearly to refer to
Alsace 'and Torraine and the
Atalian Tyrol.

ton, at the stockholders meeting
of the First National bank was
elected a vice- president for that
institution. Hon. W. T, Paulk and
Dr. W. D. Dorminey also were
re-elected on the Board of Direc
tors.

Co-operative Community Building
Two wecks of 1917 are well spent and the community work has
es yet received no particular boost. Scme few have taken the trouble
tc call our attention to the few strains of our bugle cail with the New
Year, but not cnough to feel that our pecple fully realize the impor
tance at this time of unity of action for the benefit of the town and
county.
Whether YOU fully realize it or not, the fact is patent that, as
s farming county. a new era is to be met, rearrangement of the Sy S~
tem of distribution as well as production will need be introduced, to
keep our county at least in line with other South Georgia counties
whose citizens have already learned the lessen of co-operating with
toe producers of the county. Cities only prosper in proportion to
the prosperity of its scurces of revenue, in our case mostly agricul
tural. Our railroads are dependent for their business entirely upon
the farmers directly and indirectly, and through them the merchant
who has city trade exclusively will only keep abreast if their pros
perity can be maintained. A wheel within a wheel and not a cog
moves unless the farmer prospers.
An organization is needed and needed badly, officered by men
willing and able to make some sacrifices, to subordinate their personal
interests to those of the community and to work for the devcloprent
along intensive lines of the assets that abcund in the city. We want
to publish some letters from men in the city and county along this
line, and cxpressions that might lead to the creation of a civic organi
zation to make the most of our opportunitiecs. The columns of-thg
Leader-Enterprice are open to you, will you use them and add vour
influcnce to the development of a Community Building Movement?”

large tugs was not sufficient to
