With reference to the County Executive
Committee of Telfair County the Telfair Enter
prise says:
“One thing which we can endorse emphatic
ally and without qualification is the action of
the committee in throwing the election of coun
ty executive committeemen into the white pri
mary. The elections to this important position
have in the past been extremely loose and dis
organized. Halfa dozen orless voters would
meet at a precinct and select Ithe committeemen,
and often no election at all would be held—the
few members elected selecting their associates
on the committee at random or by appointmeant,
or letting the old (but not re-elected) members
continue in service. ‘The minutes of last Satar
day show that several gentlemen represented
districts in the county as proxy or by appoint
ment, but absolutely without the authority of
ballots cast by the peuple of the districts which
they represent. The masses should take an
active part in the selection ot the members of
the executive committee, and now that the elec
tion has been placed in the regular county pri
mary they will be given a full oppotunity to do
SO. :
This rule might be adopted with profit in
thais county.

Representative K-ifer, of Ohio, has intro
duced in the House of Representatives at Wash
iogton, a bill to reduce the number of repre
sentalives from the S)uthern states, as follows:
Alabama, from 9 to 5.
Arkansas, from 7 to 5.
Florida, from 3 to 2.
Georgia, from 11 to 6.
Lovuisiana, from 7 to 3.
Mississippi, from 8 to 3.
North Carolina, from 10 to 6.
South Carolina, from 7 to 3.
Tennessee, from 10 to 8.
Texas, from 16 to 12.
Virginia, from 10 10 8.
This is iatended, of course, as a blow at
negro disfranchisement, and will amount to
nothing more than the manufacture of campaign
literature.
