San Francisco Fire Under Control
One-Fourth of City May be Saved
People are Starving and Help Must be Sent

San Francisco, C4l, April 20.
The fire is now positively stated
to be under control, with the
probability that one-quarter of
the city lying west of Frank
lin street and krown as the Wes
tern addition, northward to the
Presidio, will be saved. The
stand made at Van Ness avenue
was generally successful, the
flames crossing that avenue
to the west in only a few place.
The strongest fire at noon today
was toward North beach, west
of Van Ness avenue, but it will
be controlled.

Chicago, lil., April 20.—Report
from the TTaion Pacific and Cen
tral Pacific offices here state that
an enormous amount of supplies
is moving in and on its way to
San Francisco. Packing houses
started eight traias of meat today
Mianeapolis is sendiag flour and
in fact every part of the country
is moving for the ielief of the
stricken city. 2
INSTURANCE WILL BE PAID PROMPTLY
San Fracisco, April 20—The
insurance companies havealready
taken up the question of losses.
It was stated yesterday that the
‘companies have decided to pay
dollar for dollar on the losses,
whether by fire or earthquake.
This will mean, if the loss totals

$200,000,000, as it undoubtedly
will, that $110,000,000 will be
paid San Francisco realty owners
With this as a start, new struct
tures, it is expected, will soon be
in course of erection on the sites
of the old.
PRESIDENT ISSUES CALL FOR RELIEF
Washington, April 20.—Presi
dent Roosevelt,aftera conference
with Miss Mabel Boardman, of
the American Red Cross, yester
day issued an appeal to the
American péople to San Francis
co. Hs asked that all contribut
ions be made through the officials
of the American National Red
Cross, who have effected syste
matic arrangements todistribute
needed assistance.
The full text of the president’s
proclamation follows:
- “In the face of so terrible and
appalling a national calamity as
that which has befallen San F'ran
cisco, the outpouring of the mnat
jon’s aid should, as far as possi
ble, be entrusted to the Ameri
can Red Cross, the national or-
ganization best fitted to under
take such relief work. A spe
cially appointed Red Cross agent
Dr. Edward Divine starts today
from New York for California to
cooperate there with the Red
Cross branchin the work of re
lief. :
In order that this work may be
well systematized and in order
that the contributions which I
am sure will flow in with lavish
generosity, may be wisely ad
ministered. I appeal to the
people of the United States, to
all cities, chambers of commerce,
boards of trade, relief commit
teess and individuals to express
their sympathy and render their
aid by contributions to the
American National Red Cross.
They can be sent to Hon. Char
les Hallam Keep, Red Cross
treasurer, Washington, D. C.;
Jacob H. Schiff, New York Red
Cross treasurer, or other local
Red Cross treasurers, to be for
warded by telegraph from
Washington to the Red Cross
agents and officers, in California.

land, April 199—Reports from the
interior are the most alarming.
Santa Rosa one of the prettiest
cities of the state, is a total wreck.
There are 10,000 homeless
men, women and children hud
dled together.
The loss of life is not to be es
timated.
- Itwill probably reach thous
ands.
As the last great seismic tre
mor spent its force in the earth
the whole business portion tumb
led into ruins, The main street
is piled many feet deep with fall
en buildings.
Not one business building is
left intact.
What was not destroyed by
the earthquake has been swept
by fire.
Messengers bring the saddest
tidings of destruction of Healds
burg, Goyserville, Cloverdale,
Hopland and Ukiah.
This report takes in the coun
try as far north as Mendocino
and the lake counties and as far
west as the Pacific ocean.
These .are frontier counties
and have not as large towns as
father south.
In every case the loss of life
and property is as shocking as
here. '
Qakland, Cal. April 19—A cor
respondent of the Oakland Trib
une, writing from San Francisco,
at 9 a. m. says:
““At this writing there seems

ing the city of San Francisco,
Many people are beicg burned
alive, imprisoned in the doomed
buildings where the rescuers
could not reach them.
The first bigstructure to burst
into flames was Grace Church at
the cornmer of California and
Stockton streets.
The entire district from the
Channel to Broadway, and from
the Water Front to Octavia and
Golden Gate avenue was a mass
of flames. :
The St. Francis Hotel was one
of the last buildings to take fire.
The flames seem entirely be
yond control.
The fire fighters have destroy
ed block after block of residene
ces with dynamite, in hope of
hemming in the flames, butafter
each such effort the blaze would
leap across a seeming impassible
gulf,
WHERE AID MAY BE SENT,
Washington, April 20.—Ine
quiries from all parts of the
United States reached the Red
Cross officers today as to where
aid for the sufferers might be
sent. For Georgia they have
idesignated their state treasure
