The first bale of new cotton
was brought in this morning by
Messrs. Frank Waters and A.
Lundy, two planters who live on
the farm of Mr. J. P. Luke, near
Abba.
The cotton was rated as fully
middling and was auctioned off
}by Capt. E. T, James. Aftera
spirited contest between the
buyers, the bale was knocked
down to Mr. H. H. James, of the
firm of Flagg & Co., for 17¥%c.
These same gentlemen have
sold the first bale on the Fitzger
ald market for three years past,
last year receiving $lOO.OO in
gold for their bale, from the
same firm that bought their cot
ton today.
The Fitzgerald buyers are
out for the cotton this season
and if a top-notch price will
knock the persimmon they will
get it—and lots of it. Fitzgerald
has more and better facilities
for handling the fleecy staple
than any town in this immediate
section, with her mammoth ware
houses, cotton mills, compress
and oil mill, and is in a position
to pay a noticeable advance over
any competing market—and will
do it, Bring your cotton to Fitz
gerald and get just a little more.

Ald. Knapp offered the follow
iing resolution which was adopt
ed:

'going over a list of bills as pres
ented to the city council and
nearly all of same receiving the
ok. of the chairman of the differ
ent committees together with
the mayor, begleave to make the
following reccommendation.
Resolved. From and after Aug.
6th, no indebtedness is to be
created by any chairman of com
mittees. No officer or head of
any department is authorized to
create any debt against the city
of Fitzgerald without first get
ting the authority of the city
council. Except in the latter
clause to be as follows:
*“lhe mayor in cases of emer=-
gency is authorized to create a
debt, by written o der, not ex
ceeding $50.”

A PROCLAMATION
BY HIS EXCELLENCY, JOSEPH M. TERRELL,
GOVERNOR OF GEORGIA.

ATLANTA, July 31.
WaEREAS, The General Assembly, at its
session in 1906, proposed an amendment to the
Constitution of this State, as set forth in an Act
approved July 31st, 1906, to wit:
A bill to be entitled an Act to propose to the
qualified electors of this State, an amendment to
paragraph 2 of section 1 of article 11 of the Con
stitution of this State as amended by the ratifica
tion by the quaified voters of this State c¢f the
Act approved ‘uly 19, 1904, and for other pur
poses.
SecTioN 1. Be it enacted by the General
Assembly of Georgia, That the following amend
ment is hereby proposed toparagraph 2, section
1, article 11 of the Constitution of this State, as
amended by the ratification by the qualifiedgpot
ers of this State of the Actof July 19, 1904,
to wit, by adding to said paragraph the follow
ing language:
“Provided, however, that in addition to the
counties now propvided for by this Constitu
tion there Shall be a new county laid out from
the counties of Irwin and Wilcox,bounded as fol
lows: ‘Beginningat the point where the south
line of land lot No. 167 in the third district of
Wilcox county crosses the Alapaha river, and
running due east along the said south line to the
northeast corner of land lot 159 in the third dis
trict of Irwin county; th ence north to the north
east corner of land lot 172 in the third district
of Wilcox county; thence east to the northeast
corner of land lot No. 174 in the third district of
Irwin county; thence south to the northeast cor
ner of land lot No. 157 in the third district of
Irwin county, and thence east to the northeast
corner of land lot 156 in the third. district of Ir
win county, and thence south to the northeast
corner of land lot No, 66 in the third district of
Irwin county; thence east to the northeast cor
ner of land lot 62 in the third district of Irwin
county, and thence south tothe northeast cor
ner of land lot No. 32 in third district of Irwin
county; thence east to the southeast corner of
land lot No. 233 in the fourth district of Irwin
county, and thence north to the southwest cor
ner of land lot No. 206 in the fourth districtof
Irwin county, and thence east to the southeast
corner of land lot No. 39 in the fourth district
of Irwin county, and thence north along the east
line of land lot No. 39 to the Ocmulgee river,
and thence in a westerly direction along the Oc
mulgee river to the point where House creek in
Wilcox county empties into the Ocmulgee river,
and thence in a westerly direction along the
said House creek to the point where the said
House creek crosses the north line of land lot
No. 255 in the third district of Wilcox county,
and thence west along the north line of said
land lot 255 and the district lines between the
first and the third districts in the said county
of Wilcox to the Alapaha river, and thence in a
southerly direction along the said Alapaha river
to the starting point.”’
“T'hat Fitzgerald shall be the county site of
said county. ¢
“Said county shall be attached to the third con

gressional District, and to the Oconee judicial
circuit until another circuit shall be established
embracing the present county of Irwin, in which
case it shall belong to said new circuit, and
shall be attached to the Fifteenth State Senator=-
ial district.
“That all legal voters residing ia the limits
of said county of Ben Hill entitled to vote for
members of the General Asembly under the
laws of Georgia shallon the first Tuesday in
January, 1907, elect an ordinary, a clerk of the
superior court, a sheriff, a coroner, a tax-collec
tor, a tax receiver, a county surveyor, a county
surveyor, a county treasurer, and three commis
sioners of roads and revenues for said county,
said election to be held at Fitzgerald, the county
site of said county.
““That the superior courts of said county
shall be held on the first Mondays in April and
October of each year.
“The limits of the said county, the congres®
sional and senatorial districts and the judicial
circuit to which #=is attached, the time of hold
ing the terms of the superior courts shall be as
designated above until changed by law.
“‘Sec. 2. Be' it further enacted, That
when this proposed amendment shall be agreed
to by two-thirds (25) of the members elected to
each of the two Houses and shall have been en
tered on the Journal of each House with the ayes
and nays taken thereon, the Governor is hereby
directed to cause the said proposed amendment
to be advertised in at least two papers in each
congressional district at least two moaths be
fore the next general election to be held on the
first Wednesday in October 1906, and he shall
also provide for a submission of the proposed
amendment at said general election. And if a
majority of the electors shall rati{ly such pro
posed amendment by a majority of the electors
qualified to vote for members of the General
Assmbly, such amendment shall become a part
of the Constitution of Georgia.
“Sec. 3. Be it further enacted, That it
shall be the duty of the Governor to submit
said amendment to the people at said election ip
the following form: That those voting in favqr
of said proposed amendment shall have written
or printed on their tickets, ‘ln favor of Ratifica
tion of the Amendment to the Constitution
Creating the County of Ben Hill, with Fitzger
ald as the County Site,’and those opposed to the
ratification of said amendment shall have written
or printed tickets, ‘Opposed to the Ratification
of Amendment to the Constitution Creating the
Connty of Ben Hill with Fitzgerald as the Coun
ty Site. .
Now, therefore,l, Joseph M. Terrell, Gov
ernor of said State, do issue this my proclama
tion herebydeclarinig that the foregoing propos
ed amendment to the Constitution is submitted
for ratifiication or vejection to the voters of the
State, quallified to vote for members of the Gen
eral Assembly, at the general election to be held
on Wednesday October 3, 1986,
