BY AUTHORITY.
An Act to provide for the call of a Convention to re
duce the number of the General Assembly of the
State of Georgia, and for other purposes therein
named.
| Sec. 1. Be it enacted by the Senate and House of Re
i preventative* of the State of Georgia in General Assent
| bly met, and it is herein J enacted by the authority of the
\ same , That the first Monday in April, eighteen hun
! died and thirty-nine, be, and the same is hereby desig
nated and set apart ns the day on which the citizens of
Georgia, qualified to vote for members of the Legisla
ture, shall, at the several places prescribed by law for
holding such elections, vote for delegates to represent
them fn Convention, in number equal to their repre
sentation in both branches of the General Assembly,
according to the last census ; such election to be con
ducted, managed and certified under the same laws as
are of force in respect to elections of members of the
General Assembly.
I Set. 2. And be it further enacted. That it shall be tha
duty of such managers to transmit to his Excellency
the Governor, the result of said elections under the laws
now offeree, conducting, managing and certifying elec
tions of members of the General Assembly, as afore
said, within ten days after such election; whereupon it
as made the duty of his excellency, the Governor, to is
sue his Proclamation, declaring the result of such elec
jtion, by notifying the individuals severally elected to re
present the good people of Georgia in Convention, as
| contemplated by this Act.
I Sec. 3. And be it further enacted, That every citizen
of the United States shall be eligible to a seat in said
Convention, who has attained the age of twenty-five
1 years, and been an inhabitant of this state three years
! immediately preceding the day of election, and who
! shall have resided one year in the county for which ho
shall be elected.
Sf.c. 4. And be it further enacted. That each member
returned as duly elected, shall, previous to taking his
seat in said Convention, take the following oath or af
firmation, viz : I do solemnly swear that Twill not at
tempt to add to or take from the Constitution, or attempt
to change or alter any other section, clause, or article
of the Constitution of the State of Georgia, other than
those touching the representation in the General As
sembly thereof, and that I have been a citizen of this
State for the last three years, so help me God. And
.any person elected to a scat in said Convention, who
shall refuse to take the oath aforesaid, shall tiot be al
-1 (owed to take his seat in said Convention.
Sec. 5. And be it further enacted, That the members
of said Convention shall assemble on the first Monday
in May, after their e'ec ion, at Milledgevillc, in the Re
presentative Chamber of the State House, for the
purpose of entering upon and consummating the great
objects of their convention, to wit: a reduction and
equalization of the General Assembly; shall have
power to prescribe their own rules ami forms of business,
and to determine on the qualifications of their own
members; elect necessary officers, and make all orders
which they may deem conducive to the furtherance of
the object for which such Convention shall assemble.
Sec. 6. And be it further enacted , That it shall he the
duty of his Excellency the Governor to give publicity
to the alterations and amendments made in the Consti
tution in reference to the reduction of the number of
memliers composing the General Assembly; and tha

! people, of such amendment®, alterations, or new arti
| vies, as they may make for the objects of reduction and

tion of "Ratification" or “No Ratification," then, and
! in that event, the alterations so by them made and rati
j lied shall he binding on the people of tin's State, and
1 not otherwise.
| Sec. 7. And be it further enacted, That it shall he a
I fundamental article in the tarnation or amendments of
j the Convention, that each county of the state, now or-
Jgnniz.ed or laid out, or which may hereafter he crea'ed
| by law, shall he entitled to at least one representative
I in the Representative branch of the General Assembly,
t The Senate shall be composed of forty-six members
| only, from forty Senatorial Districis, composed of two
j contigiuous Counties; and, in the event of the creation
of any new County, it shall be added to some conti
guous Senatorial District; and that the said Conven-
Ition shall not disturb the Federal basis, in apportioning
j the representation in the General Assembly of the State i
of Georgia.
| See. 8. And he it further enacted, That so goon av this
j Act shall have passed, his Excellency the Governor
be, and he is hereby requin and to cause it to be publish
ed in the Gazettes of this Slate once a week, until the
| day fixed on by this act for the election of Delegates to
I said Convention ; as well as the number to which each
County shall be entitled in said Convention, according]
to the apportionment of members of the General As
sembly, to be made under the late Census, taken and
returned during the present year.
Sec. 0. And In it further enacted, That the Delegates
to said Convention he paid at and af'er the same rates
that the members of the General Assembly now receive;
and that his Excellency the Governor lie requested to
draw his warrant on the Treasurer for the same out of
any money not otherwise appropriated; and all laws
and parts of laws militating against this act be, and the
same are hereby repealed.

STRENGTHENING PLASTER.
IN the preparation of these very Superior and Ele
gant Plasters, no cost or trouble is spared to ensure
possible degree of perfection, in point of utility, elegance
and comfort. They are spread of various sizes qn kids
of the best quality, by Machinery, invented expressly for
h e purpose, (which gives them an advantage oyer every
plaster heretofore offered to the public) as by this means
they can be made of a uniform thickness, and free
from the inequality of surface which frequently prevents
others from adhering, or renders them irritating and
uncomfortable, an objection, which it is impossible to
avoid by the usual method of spreading Plasters.
The composition used in these Plasters, is carefully
prepared at a lower temperature, front a combination o
valuable Resinous Gunts, with the ad-mixture of sever
al choice aromatics, entirely separated from all extra
neous and irritating particles; and from its peculiar
combination of highly strengthening, anodyne and
slightly stimulating properties it affords a pleasant and
effectual remedy, in ail cases of pain in the side and
breast, weakness or oppression of the chest; pain or weak ■
ness of the back or loins ; Also, in the sense of sinking
and faitness at the pit of the stomnch, accompanying
Dyspepsia and Liver Complaint. In Rhematic, or pain
ful attentions ofthe limbs or joints, their Anodyne and
Stimulating properties render them particularly benefi
cial. In Colds, Coughs, or Astlimitic Afiections, they
will be found to give immediate and permanent relief
Persons who from sedentary habits, or other causes, are
predisposed to affections of the lungs, will find these
i'fosters an effectual security against those pulmonary
attacks which prove but two frequently, (when neglect
ed) the precursory symptoms of Consumption ; and in
deed in a climate like ours, where colds snd coughs arc
an almost unfailing consequence ofthe sudden changes
to wnich all arc subject, every one at all liable to sutler
from the influence of these causes would find the great
