Rapid progress is being made with the new reorgnuizad.m plan of the Central railroad properties, nml tlio probability is that within a few weeks the details of the plan will be an nounced to the public. Receiver 11. M. Coiner returned from New York yesterday' morning, winre be bus been for'the just three weeks engaged in busy cousultutlon wlob those who are working out the pkiu. None of the statements sent out from New York with regard to die plan so far bitvo been authorized or correct, nml rt'hllo ttie details of it will not lie ready for publication for some time, the different issues of the new securi ties have been agreed upon, anil Re ceiver Comer gives a oorrcct mid uu- thoriiative etittomi-nt of Hie amount of me fixed ebargus, un i shows where Um> seeurilles sUind, lu ivliieh the peo ple ot tills section .arc .most interested. Tho re organisation provides for Che cutlro system. .The Savannah and Western properties, including the Chattanooga, Homo amt Columbus railroad, the Ma- oon and N'oi'ihern and the Sswuvnati and Atlantic, are ajl to be taken In. The Chskilsnooga; Home and Colum bus, Maouu and Northern und Savan nah anil Atlantic came in by reason of the indorsement of the Central rail road on their bonds. The appomton meat of the nenv securities for she old lay these cases has nek been entirely agreed on yet, but they will'oll be treaiteu with fairness and be given die best possible exchange under the circumstances. , -< ‘There will ho only $7,500,040 common stock Issued, which will ho Exchanged dollar for dollar Air oho present, com mon s.uck of she property. All the stock will shore alike, but ahead of It will oome the dxed charges, amounting to. as 1 have stated, 11,750,000. after 1941. "With all the systems of railroads working In harmony, as they will do, : think It -will have a tendency to In- crease uhe earnings of the property. "The certlfloates of indebtedness will, ns 1 have stated, receive dollar for dollar in Inocms bonds, bearing Inter- est at 5 per cent, "Toe fctiudnweAorn and the Augusta and Savannah railroads will be re tained under new leases and wKl re ceive 5 per cent, on the par value of their present stock. They will be re lieved of all indebtedness, and ths Judgment of about $:,000,040 against tho Sou.'ilwMtern road, on its portion of ths tripartite mortgage will be taken from k and kssumed by the system. These roads will be operated under now leases, but will retain their pres ent chatters and organizations. ‘Ths Savannah and Atlantic bonds. In which many of the people hero are Interested, will be fairly taken care of. "H may be Oh as the deposit of the securities will be called for before the deialls of dht distribution under the plan are given Out. 1 don't know, how ever. that tills will bo done, and at any rate It will of course be optional with the security holders to support PUSH TRIP KATKS, nri. f via t.Vu-ral rs’l- » t« sit points. X will say. however, that It will be to the In terest of all -to accept It. The plan la net all that t would like to have aeen It, but under the circumstances it Is *h* |b*st that could be obtained, and I think the distribution of the new se curities will be upon a reasonably fair wihi« 'The details of the plan may not be known for several weeks, but It Is hoped to have It raiJy for announcement within tb.it time, and It Is the prevent Idea and Intention of those Interested to have It carried into effect' by October 1. 1 hope that It will be dons within that time, and It seems reasonable to believe that It will be so. Ths detailed work of the plan Is by no means over. It will take same time to complste It. and 1 may hare to return to New York soon; but as Cart, llayea Is oa ths spot and will look car*, fully afttr ths dstaUs, It will hardly be necessary unless some nutter comes up which will require consultation. •There will be no trouble whatever, so far as the backing of the plan Is eon cerned. There are Interested the three large Insurance companies ot New York, the New York Mutual, the New York Equitable and the New York Lite, the New York Guarantee and Indemnity Com pany. Drexrl. Morgan * Co., the Mercan tile Trust Company and other houses of high flnanclal standing. “As to the equipment nnd physical con- dltkm of the property, It ts good, but win be. Improved. I heard Cspt. Hayes make the remark lust before 1 left New York that the eiqupment of the Central rail road was la a better condition than that 'of any other railroad In the country. The property wUi earn this year, which baa been s bad one for railroads every where. R.KVVJUV which, as win be seen. Is the amount of the absolute fixed charges for the nrst two years under ths pro posed plan. •The property writ! be operated as an entirely Independent Une la the Intern Is .of Its owners and of Us patrons, and its service'to the people arid be maintained. This !/,.» be?n dearly understood and agreed between all parties interested. ■'The 1 c.ox) a bards will, of course, con trol the property,. but will control -It as an Independent property. The Southern Hallway Company, which Is controlled by Drexel, Morgan & Co , will own ‘Jim stock as an Invisiraent in the property. ■The employes of ths road need not fear any zhanges as long as they continue to do their duty In their reap* .-Uve posi tions. 1 was met on all aides with satis factory expressions with the manner In which the property Is now being managed. The settlement of the affairs of the Cen tral and these other large systems Is going to simplify ths railroad situation in Georgia very much. It will do away with Irregularities and cutting of rates, and illegitimate methods of securing busi ness are In the past. Every patron of the road will be treated fairly and Im partially, and there will be no discrimina tions between persons or places. I think the situation will work out very greatly to the Inter ret* of the state and to 'he people of Macon. Ths hwidquartrrs ef the road and its main office* will remain In Savannah, and there Is likely to be lit tle or no change so far as the policy of the management Is concerned. “1 have no doubt that the plan Is the best that could be had for the Junior securities, and It will undoubtedly make them all worth s good deal more than they have best selling for. "As to the South Carolina roads for merly operated with the systfm, they are not embraced In this reorganization. Whatever securities the Central rt-ilroud has a. them will be regarded as In vest- meats of. the nrw company In there roads, and It will Inure to the benefit of the owners of these prnportifs. “Ths road will have to b» sold to bring about the reorganisation and perfszt now titles. There was' some talk at one time of avoiding a sale, which could only be done by all the security • holders putting In their securities and taking the new cnes Issued, and an agreement by which the credltoni could be paid off. The sim ple dissent of any bolder of a security, however, or of any one of ths creditors, manes a formal sale by ths court neces sary In order to perfect new titles.” The road will have to obtain a new charier, as by Its Inaolvtncy nnd sale ths old one Is wiped out. This charter will be obtainable under the general railroad law of tho state from the controller gen eral, who Is empowered to Issue them on the payment of a nominal fee. Mr. Comer would say nothing about It. but It la understood, and was so stated by Copt. Evan P. Howell' when he re turned from No# York, that Receiver Comer would be retained In the manage ment of the property as president under the new company. He has Impressed those with whom he has nad to deal uf late as being in every respect able of administering this grest trust to the best advantage to Its owners and to the benefit of the people whom It serves, and there Is n general desire that he be retaliv I In charge. His retention will be ve. ^ gratifying to the people of .the state, an particularly to those of Maoon. FOUR BIO SUCCESSES.
